이 연구의 목적은 청소년기 학생들의 학교 의사결정과정 참여를 확대하기 위하여 한국과 북유럽 국가의 청소년의 시민의식을 비교·분석하고 청소년의 시민의식 향상 방안을 모색하는데 있다. 노르웨이, 스웨덴, 핀란드를 연구 대상으로 설정한 것은 선행연구 검토 결과 이들 북유럽 국가의 청소년 시민지식 점수가 높이 측정되고 있으며, 시민교육을 위한 환경도 잘 갖추어져 있기 때문이다. 연구 문제는 한국과 노르웨이, 스웨덴, 핀란드 청소년의 시민의식 현황은 어떠한가와 한국과 노르웨이, 스웨덴, 핀란드의 청소년 시민교육 환경의 공통점과 차이점은 무엇인가이다. 국제시민교육연구(ICCS) 자료를 바탕으로 분석 결과 한국 청소년의 시민지식은 높은 편이며 북유럽 3국과도 비슷한 수준이었다. 그러나 2009년에 비해 2016년 시민지식 평균점수가 하락하는 문제를 보였다. 정치적 자기 효능감에 있어서는 북유럽 3국이 한국보다 낮게 측정되어 한국 청소년의 정치적 자기 효능감이 낮다는 선행연구와 다른 결과를 보였다. 한국은 북유럽 국가에 비해 청소년의 정치 참여가 제한되어 있으며, 교육과정 편성과 교사 교육, 민주적 학교 문화 등에서 청소년 시민교육의 환경에 대한 보완이 필요하다고 분석되었다.
Abstract
The purpose of this study was to compare and analyze the civil consciousness of adolescents in Korea and Nordic countries with the aim to find ways to improve the civil consciousness of adolescents in order to expand participation in school decision making process of adolescents. Norway, Sweden, and Finland were selected as the subjects of this study because the scores of youth civic knowledge in these Nordic countries are highly measured and the environment for citizenship education is well established. To achieve the objectives of this research, this study explored the current status of civil consciousness of Korean, Norwegian, Swedish and Finnish youths and identified the commonalities and differences between the adolescent citizenship education in Korea, Norway, Sweden, and Finland. The results of the analysis were based on the International Civic and Citizenship Education Study(ICCS) data which showed that Korean youths had a high level of citizen knowledge and similar level to those of the three countries in Northern Europe. However, the average score of civic knowledge in 2016 was lower than in 2009. In terms of political self-efficacy, the three Nordic countries were measured lower than in Korea, showing a different result from previous studies that Korean adolescents had lower political self-efficacy. Korea has limited political participation compared to the three Nordic countries, and it was analyzed that it is necessary to supplement the environment of youth citizenship education in curriculum formation, teacher training, and democratic school culture.
