한국 청소년의 정치의식 수준 분석

2016년 촛불집회에서도 확인할 수 있듯이 청소년들의 정치참여가 활발해지고 있다. 이에 본 연구는 한국 청소년들의 정치 관심도, 정치 인식, 정치참여 수준, 신뢰 등 정치의식 수준을 살펴보고자 하였다. 또한 한국 청소년의 정치참여와 정치의식 수준의 개선 방안을 모색하기 위해 한국과 해외 국가들의 사례를 서로 비교하고자 한다. 이를 위해 국제교육성취도평가협회(IEA)가 주관한 ‘국제시민교육연구(ICCS)’ 데이터와 한국청소년정책연구원의 ‘청소년 역량지수 측정 및 국제비교 연구’ 데이터를 분석에 활용하였다. 분석 결과, 첫째 한국 청소년의 정치의식 수준은 투표참여를 제외한 정치 관심도, 정치 신뢰도, 정치참여 모든 분야에서 분석 국가들의 평균 이하로 나타났다. 둘째 한국 청소년의 정치 관심도와 투표참여, 저항적 정치참여 의사는 긍정적인 결과가 도출되었으나, 그 외 정치참여 의사와 신뢰의 경우 부정적인 응답이 더 많았다. 셋째, 정치 관심도, 정치 신뢰도, 정치 참여 의사 모든 분야에서 성별과 교급의 집단 간 평균 차이가 존재하였으며 지역의 경우 정치 신뢰도, 후보자 및 정당 돕기, 정치 단체 가입, 선출직 후보 출마, 저항적 정치 참여의 분야에서 집단 간 평균 차이가 나타났다. 본 연구는 이러한 결과를 바탕으로 한국 청소년의 정치의식 수준 제고를 위한 맞춤형 정치교육의 마련이 필요하다고 주장하였다.
Abstract
As can be seen in the candlelight vigils in 2016, youth participation in Korean politics is becoming more active. The purpose of this study was to examine the level of political consciousness, such as political interest, political awareness, political participation level, and political trust among Korean youth. This study also compared the cases of Korea to foreign countries, in order to find ways to improve the level of political participation and political consciousness of the Korean youth. For this purpose, data from the International Civic Education Research (ICCS), and the Korea Institute for Policy Studies' Youth Competence Index Measurement, and the International Comparative Study data were used for analysis. The results highlighted the following results: First, the level of political consciousness of the Korean youth was below the average of other countries in all aspects except political participation and political trust. Second, Korean adolescents' interest in politics and willingness to take part in voting were found to be strong, but they did not have strong interest in other types of political participation and displayed the low level of political trust. Third, we found the significant difference in terms of gender and age with respect to political interest, political trust, and participation in politics. Based on these results, this study suggested that a customized political education program is required in order to raise the political consciousness of Korean youth.
