본 연구는 TLU 과제에 기반한 외국인 근로자를 위한 직업 목적한국어 평가 문항 개발의 실제를 제시하는 데 목적이 있다. 이를위하여 국외 특수 목적 외국어 평가 사례를 검토하고, 기존 평가가실제 직무 역량보다는 일상적인 의사소통 능력에 초점을 두고 있음을 확인하였다. 이에 본 연구에서는 외국인 근로자의 한국어 평가목적을 일상생활과 직업생활에서의 기본 의사소통 능력으로 설정하고, 평가 수준은 초급으로 설정하며, 평가 영역은 듣기와 읽기로한정하여 문항 개발 방향을 제안하였다. 또한 외국인 근로자의 직종이나 직위와 관계없이 공통적으로 요구되는 기초 직무 역량을파악하기 위해 NCS의 직업기초능력을 검토하고, 한국어교육 전문가의 평정을 통해 언어 기반 세부 요소를 도출하였다. 이후 직무현장 전문가의 검토를 통해 기초 직무 TLU 과제를 확정하고, 이에기반한 평가 문항을 개발하였다. 그리고 직무 현장 전문가의 검토의견을 반영하여 최종 문항을 확정하였다. 본 연구는 외국인 근로자를 대상으로 한 한국어 능력 평가에 TLU 분석을 적용하였다는 점에서 의의가 있다. 나아가 본 연구에서 도출한 기초 직무 TLU 과제는평가뿐만 아니라 교육 내용으로도 활용 가능하여, 향후 직업 목적한국어교육 및 평가 연구의 확장에 기여할 수 있을 것이다.
Abstract
This study aims to present a practical case of developing Korean language assessment items for occupational purposes based on TLU tasks for foreign workers. To achieve this, the study reviewed cases of specific-purpose foreign language assessments conducted overseas and confirmed that existing assessments tend to focus more on everyday communication skills than on actual job-related competencies. In response, this study set the goal of Korean language assessment for foreign workers as evaluating basic communicative competence in both daily and workplace contexts. The assessment level was set at the beginner level, and the assessment areas were limited to listening and reading to guide item development. To identify foundational job competencies commonly required regardless of job type or position, the study examined the NCS for core vocational skills and derived language-related subelements through expert evaluations in Korean language education. Based on this, foundational job-based TLU tasks were finalized through a review by workplace experts, and assessment items were developed accordingly. The final items were confirmed after incorporating feedback from job-site professionals. This study is significant in that it applied TLU analysis to Korean language proficiency assessment for foreign workers. Moreover, the foundational job-based TLU tasks proposed in this study can serve not only as assessment tools but also as instructional content, contributing to the further development of Korean language education and assessment for occupational purposes.
