닉슨 행정부의 주한미군 철수는 한미동맹과 동북아 안보지형에 중대한 영향을 미쳤음에도, 다른 시기의 철수정책에 비해 상대적으로 연구가 부족한 편이다. 또한, 대부분 관련 연구도 닉슨독트린이라는전략적 변화의 관점에서 주한미군 철수가 한미동맹에 미친 영향에 집중했으며, 철수정책 결정과정에 관한 고찰은 미흡했다. 이러한 이유로당시 지상군의 전면철수 가능성이 매우 컸으나, 왜 부분감축으로 종결되었는지는 명확히 규명되지 않았다. 이러한 문제의식을 바탕으로, 본 논문은 ‘정부정치 모델’을 적용하여 추가감축이 중단된 배경을 분석하였다. 연구 결과, 키신저 국가안보보 좌관(NSC)과 레어드 국방장관(국방부) 간의 정부정치적 동학이 정책결 정 과정에 상당한 영향을 미쳤으며, 닉슨 대통령은 두 입장이 상충하는 상황에서 어려운 결정을 내렸음을 알 수 있다. 전반적으로 국방부의 군 사적 논리에 따라 전면철수의 가능성이 컸으나, 미중 데탕트가 시작되 고, NSC의 추가철수반대 논리가 우위를 점하면서 추가철수는 중단되었 다. 이 논문은 주한미군 재조정 메커니즘에 대한 이해를 넓히고, 미국 의 정책 변화에 대비하기 위한 시사점을 제공한다.
Abstract
The Nixon administration’s withdrawal of U.S. forces from South Korea had a significant impact on the ROK-US alliance and the security dynamics in Northeast Asia. However, it has been relatively understudied compared to withdrawal policies from other periods. Particularly, given that the Nixon administration planned a complete withdrawal of ground forces and the likelihood of its implementation was high, the question of why it ultimately resulted in only a partial reduction remains unexplored. To address this question, this paper applies the governmental politics model to analyze the reasons behind the partial withdrawal. The study reveals that bureaucratic factors between the National Security Council(NSC) and the Department of Defense played a key role in shaping the policy. The contrasting political and military perspectives of Kissinger and Laird created significant challenges for President Nixon, placing him in a complex decision-making dilemma. In this context, while the possibility of a full withdrawal was high under Laird’s military rationale, the advent of détente between the US and China allowed the NSC’s opposition to further reductions to gain the upper hand, leading to the suspension of additional troop reductions.
