본 논문의 연구목적은 카터 행정부의 주한미군 철수정책 결정요인을 닉슨독트린 이후 1970년대 미국의 세계전략 변화 차원에서 분석하는 것이다. 기존 연구에서는 카터의 주한미군 철수정책을 미국 국내정치 또는 외교 정책결정과정 중심으로 논의하였다. 다시 말해서, 철군중단의 원인을 미 행정부와 의회, 관료조직, 군부, 언론과 여론, 동맹국(한국 그리고 일본) 등 철수반대 세력과의 협력과 갈등관계에 주목하면서 주로 미국의 국내정치적 요인에서 분석하려 했던 것이다. 그러나 주한미군은 유럽의 NATO군과 함께 아시아 대륙에 순환배치 되고 있는 미국의 최대규모의 정규군이었다. 그렇기에 주한미군 배치의 증강 혹은 철수 여부는 미국의 세계전략의 변화 차원에서 고려할 필요가 있다. 결론적으로, 본 연구는 주한 미군의 배치 관련 결정요인은 당시 한반도를 둘러싼 국제정세와 미국의 동아시아 정책의 변화 차원에서 분석되어야 한다고 강조한다. 이를 실증적으로 분석하기 위해 본 연구는 미국 카터 행정부의 주한미군 철수정책에 대해서 비밀해제된 정부기관의 주요 문서들을 획득하여 분석하였고 미국의 세계전략과 동아시아정책 변화에 따른 주한미군 철수정책 조정 결과를 제시하였다.
Abstract
The purpose of this paper is to prove that the Carter administration's US troops withdrawal policy was influenced not only by the contextual changes of the security environment but also by the continuation of the US global strategy since the Nixon Doctrine. Previous studies focusing on Carter's US troops withdrawal policy were dominantly based on the US domestic politics and the foreign policy decision-making processes. In other words, those researches highlight that the suspension of US troop withdrawal policy was a result of various US domestic politic factors such as the US Congress, bureaucracy, military, media, public opinion, and the objection of South Korea and Japan. However, the USFK was the second largest US troops stationing abroad following NATO in the 1970s. Thus, it is necessary to pay attention to strategic consideration of the US regarding its global strategy. More specifically, this study emphasizes that the suspension of the US troops withdrawal policy should be focused on the environmental changes of the regional security and the corresponding US global strategy. In order to provide empirical evidence, this study examines various US official documents that are unclassified and concludes that the Carter administration's suspension of US troops withdrawal policy was rather an outcome of the US global strategy than of other factors.
