주한미군 철수압박에 대한 한국의 대응연구: 포드 행정부 시기 한국의 대미의회로비 전략

초록

포드 행정부 시기 한국은 왜 그리고 어떻게 대미의회로비 전략을 구사했을까? 본 연구 질문에 답하기 위해, 우선 본 연구는 포드 행정부의 대한정책을 이전 닉슨 행정부와 이후 카터 행정부의 정책과 구분한다. 그리고 연구 범위는 닉슨, 카터 정부와 비교하여 그동안 구체적으로 연구되지 않았던 포드 행정부 시기를 중심으로 한다. 또한, 당시 동맹딜레마 상황에서 한국의 대응 방식인 대미의회로비 전략의 과정과 결과를 1차 자료를 근거로 한 역사적·이론적 사례연구를 통해 분석한다. 이를 위하여 본 연구의 이론적 논의로써 당시 한미동맹의 비대칭적 성격을 국제정치적 맥락에서 정의한다. 그리고 동맹결속력 약화를 표면적으로 보여주는 주한미군 철수 압박이 한미동맹에 끼친 영향을 비대칭 동맹에 기반을 둔 동맹딜레마 관점에서 분석한다. 또한, 미국의 대외정책결정 과정에서 행정부와 의회의 관계에 따른 정책 변화를 국내정치적 맥락에서 분석한다. 한국은 대외 정책 결정 과정에서 예산권을 가지고 있는 미 의회를 대상으로 외교적 전략을 적극적으로 구사하였다. 이는 비대칭적 동맹 관계에서 약소국이 전통적으로 취한 대응 방식과 달랐고 실효성이 있었다. 이러한 이론적 기반으로 실제 포드 행정부 시기의 독특한 대한정책 변화와 이에 대한 요인으로써 한국의 동맹딜레마에 대한 대응인 대미의회로비 전략을 실증적 사료를 중심으로 분석 연구한다.

Abstract

Why did the R.O.K. make use of lobby strategy to the U.S. congress in the Ford Administration era? To answer this research question, I distinguish the Ford Administration’s foreign policy on the R.O.K from those of Nixon and Carter Administration’s. Compared to the Nixon and Carter administrations, the scope of the research is centered on the period of the Ford administration, which has not been specifically studied. Also, I analyze the R.O.K.’s lobby strategy to the process of the U.S. Congress and result in the Ford Administration through historical and theoretical case study based on primary sources. In the context of foreign affairs, this study defines the ROK-US alliance as a security dilemma in alliance based on an ‘asymmetric alliance’. A visible factor of cohesiveness was the USFK in the ROKーUS alliance. The debate about the withdrawal of USFK forced up Korea a fear of ‘abandonment’. As a response to the fear of ‘abandonment’, the R.O.K. made a decision to implement a government-level lobby strategy targeting the U.S. Congress. Moreover, the paper analyzes the policy changes caused by the relationship between the government and congress in the process of making foreign policy in the context of domestic affairs. The R.O.K. actively used diplomatic strategies for the U.S Congress, which has budgetary power in the process of making foreign policy decisions. This was effective, unlike the traditional approach adopted by weak countries in the asymmetric alliances. The lobby strategy to the U.S. Congress influenced the unique change in the foreign policy toward the R.O.K. in the Ford Administration. After all, the Ford Administration reconfirmed Asia intervention resolution and decided not to withdraw USFK further. It resulted in strengthening cohesiveness in the ROK-US alliance.
