방송 공익 개념과 공영방송의 수용 : 조선방송협회에서 한국방송공사까지

초록

한국에서 방송이 처음 도입될 때 공익 개념은 어떠한 과정을 통해 적용되었으며,이는 공영방송 제도화에 어떠한 영향을 미쳤는지를 살펴보았다. 1927년 일본 제국주의의 강력한 통제 아래 출범한 경성방송국은 당시 일본 정부의 공익 개념과 방송제도화 구상을 따랐다. 당시 일본 정부는 서구의 주요 사례들과 같이 방송을 통신의 연장으로 간주, 이것이 공공설비로서 공익에 기여해야 하는 것으로 판단하였다. 여기서일본 군국주의의 공익관은 국가주의를 의미하였으며, 같은 논리가 한국에도 적용되어 경성방송국은 민간의 소유(경성방송협회)이지만 국가목표를 위해 동원되는 기구로 인식되었다. 해방 후 미군정은 한국의 방송을 일제시대와 달리 아예 정부기구로편입시켜버린다. 한국 정부 수립 후 지속적으로‘방송협회 모델’이 주창되면서 방송의 독립성을 이루고자 하는 담론이 있었으나 이는 실현되지 못하였다. 1973년에 가서야 KBS가 형식상의 공사화를 하게 되지만, 이미 정부조직으로서의 조직관행과 업무방식이 근착한 뒤였다. 언론자유와 공익이라는 상충적 가치를 통합하는 방안으로서의 한 길이 공영방송이고, 방송공영화의 길이‘민영에서 공영으로의 확대’와‘국영에서 공영으로의 이행’이라는 두 가지 방식이 있다면 한국은 후자의 길을 걸었다. 이 같은 경험은 한국의 공영방송 KBS가 방송전문가주의 문화를 만들어내지 못하고국가에 예속된 기형적 문화를 유지하게 된 제도적 원인이 된 것으로 분석된다.

Abstract

This study traces the way by which the concept of public interest was applied to broadcasting and affected the institutionalization of this medium in Korea. Under Japanese imperialism, Kyungsung Broadcasting Station(KBS), the first broadcasting owned by a private association, launched in 1927. The Japanese government regarded the broadcast medium as an extension of telecommunication and considered it to be contributing to the public interest. After the NHK(Nippon Hoso Kyokai, Japan Broadcasting Corporation) model, KBS had to mobilized to Japanese militarism projects. U.S. military regime in South Korea after the defeat of Japan in WW II absorbed the broadcasting station into its own governmental structure. In opposition to this government broadcasting, a ‘broadcasting association model’ had been advocated by broadcast professionals as an way of guaranteeing the independence of broadcasting even after the establishment of South Korean state until the state transformed KBS a public corporation in 1973. However, the long experience of being a government agency has prevented this public service broadcaster from developing professionalism and left a legacy of a culture vulnerable to government.
