방송제도는 ‘기술적’,‘사회학적 개념’으로, 민주언론의 ‘형성’과 각종 생활정보의 제공뿐만 아니라, 공적(public) 역할을 수행하는 매체라고 할 것이다. 그러나, 한국에서 방송은 정치･경제적인 의미가 더 크다고 본다. 방송은 일본 제국주의의 패망을 알려 왔으며, ‘6.25전쟁’과 이승만 정권의 몰락을 고해 왔다. 또한 박정희 군부의 정권장악과 신군부의 권력지배를 알려왔다. 또한, ‘6.29 민주화 선언’의 중심에 있었다. 즉, 정권흥망을 비롯한 국가의 크고 작은 일들을 함께 지켜보며, 보도해 왔다. 이 연구에서는 한국 방송제도를 정치･경제학적인 시각에서 회고함으로써, 방송제도가 국가권력과 어떠한 관계설정을 하고 있는지를 알아보고 있다. 특히, 제도 변화는 제도(institution) 사이의 ‘중층적 결정성(overdetermination)’에 있다고 보고, ‘제도’로써의 ‘지배이념’(ruling idea) 및 방송기술의 변화는 상호 결정요인이 된다고 하고 있다. 이에 따라, 크게는 종속에서 공생, 경쟁 내지 도전이라는 관계로 나가고 있다는 사실을 역사적･경험적으로 입증하고 있다.
Abstract
The 'broadcasting institution,' a 'technical' and sociological' concept, refers to the medium that public opinion formation based on democracy, provides various kinds of living information and performs public roles. However, broadcasting in Korea means a lot in terms of political economy. Broadcasting informed the Koreans of the collapse of Japanese imperialism and reported the outbreak of the 'Korean War' and the collapse of 'Syngman Rhee regime'. In addition, it informed of Chung-hee Park's grip on power and the new military authoritarian's rule of power. Furthermore, broadcasting played a crucial role in making 'Roh Tae Woo' announce the '6.29 Democracy Declaration' in 1987. That is, broadcasting has reported the nation's small and big issues including regimes' ups and downs. This study examined the relationship between the broadcasting institution and national power by looking back on Korea's broadcasting institution in terms of Political economy. As the changes of the institution is considered to lie in 'overdetermination' between institutions, the 'ruling idea' as a institution and the changes of broadcasting technologies are factors. This study, the historical and empirical proves that the 'broadcasting institution' transfers from dominance to symbiosis and later competition or challenge.
