Abstract

This article is the first outcome of a broader project that traces the diachronic development of patriotic discourse during the Korean Empire (Daehan Jeguk), with particular attention to the periodicals Seowoo(西友), Seobukhakhweweolbo(西北學會月報). It examines the trajectory of this discourse by taking three state forms—republicanism, constitutional monarchy, and absolutism—as analytic reference points. From the outset, Park Eun-sik, chief editor of Seowoo, produced a translated exposition of Liang Qichao’s “On Patriotism” (Issue 2), which bears a distinct theory of popular sovereignty; in doing so, he deliberately excised substantial passages of the original that could be read as affirming monarchism. A congruent editorial choice is observable in the Chinese piece “Gujeonjemun(驅專制文, An Essay to Expel Absolutism)” (Issue 5) carried in the “Munwon(文苑, Writing Garden)” section. Drawing widely on Chinese newspapers, Park selectively translated or reprinted items to ventriloquize his own editorial intent. Notably, while “Gujeonjemun” ostensibly acceded to the Qing government’s promise of constitutional monarchy, it embedded a robustly republican orientation that condemned the abuses of absolutism and refused to concede any substantive prerogatives to the monarch. This trajectory, however, entered a new phase amid the political upheavals of June–August 1907—the Hague Secret Mission, the forced abdication of Emperor Gojong, the Jeongmi Seven- Article Treaty, and the dissolution of the Korean army. Confronted with an urgent imperative to preserve even the existing state form, forward-looking explorations of alternative political orders temporarily lost momentum. The radical tenor of the “Munwon” section disappeared after Seewoo Issue 10 (September 1907), and the serialized “Discourses on the Spirit of Patriotism” (Issues 7–10)—translated by No Baek-rin and spotlighting the patriotic practices of citizens in republican France—was left unfinished. From Issue 11, the revived “Sibo(時報, Current Affairs)” section became saturated with imperial-household news, and Seowoo repeatedly underscored the pedagogical value of loyalty to the sovereign and love of country. In short, Seowoo’s patriotic discourse underwent a period of strategic recalibration in response to a rapidly shifting political conjuncture.
