한국군 한미연합사령관 체제의 예상되는 문제점과 과제 : 노력통일(unity of effort)을 중심으로

본 논문은 2018년 10월 제50차 한미안보협의회의(SCM)에서 ‘연합방위지침’을 통하여 향후 한미연합사의 사령관을 한국군이 담당하고 부사령관을 미군이 담당하는 것으로 합의한 사항과 관련하여 문제점을 분석하고, 검토과제를 도출하기 위한 목적으로 작성하였다. 이를 위하여 지휘통일과 노력통일의 개념을 소개하고, 전시 작전통제권 환수와 관련한 그 동안의 추진경과를 분석한 다음에, 노력통일의 관점에서 새로운 체제가 출범함으로써 발생하는 문제점들을 열거하고, 이를 해소화기 위한 과제를 도출하였다. 분석의 결과, 한국군이 한미연합사령관을 담당함으로써 한국 국민의 자존심과 한국군의 책임의식이 고양되는 효과가 있지만, 한국 방어에 관한 미국 또는 미군의 책임의식이 약화되고, 한미연합사령관·주한미군사령관·유엔군사령관이 분리되면서 한미 양국군의 노력통일의 쉽지 않아지며, 미군이 한국군 한미연합사령관의 작전통제를 거부할 경우 지휘의 이원화가 초래될 수 있고, 미 증원군의 전개와 배치에 관하여 한국군 한미연합사령관이 계획을 만들거나 명령을 내리기 어려워질 수 있다고 분석하였다. 한국군은 실제 이행 이전에 이러한 문제점을 심층깊게 논의하고, 사전 보완조치를 강구할 필요가 있다고 할 것이다.
Abstract
This paper is written to identify anticipated problems and necessary tasks for South Korea regarding the ROK(Republic of Korea)-US(United States) “Guiding Principles," which was agreed between the US Secretary of Defense and the ROK Minister of National Defense in October 2018. The principles promise the appointment of South Korean general as the future commander of the ROK-US Combined Forces Command (CFC). For this research purpose, this paper introduces the concepts of unity of command and unity of effort, explains the backgrounds of the transition of Operational Control Authority (OPCON) and discusses the risks for South Korea in the event of the appointment of South Korean general as the future CFC. As a result, this paper concluded that the appointment could raise very serious problems regarding the unity of effort between South Korean forces and US forces. If a South Korean general becomes the CFC commander as stipulated in the guiding principles, the key commands in South Korea such as the CFC, United Nations Command (UNC) and US Forces Command would be separated and make the unity of effort difficult. The South Korean commander of the CFC cannot plan and employ the US reinforcements in a timely manner, because the US might not inform the details about the reinforcements to the South Korean CFC commander. South Korea should identify all the anticipated problems as above mentioned and take precautionary measures before executing the real changes.
