韩国进步政权对朝政策及其政策决定因素研究：以金大中、卢武铉政府为中心

2018年成功举办韩朝首脑会谈与朝美首脑会谈, 对东北亚地区局势带来巨大变化。韩国文在寅政府上台之后, 作为实现韩半岛无核化对朝政策之首, 跟朝鲜坚持保持对话与交流之态度, 其结果文政府对朝鲜无核化取得初步性成果。文在寅政府继承前任金大中、卢武铉进步政府之对朝政策,本研究力图通过对金大中、卢武铉进步政府之对朝政策来进行分析, 从政策内容、含义和政策决定因素方面加以讨论, 提示出韩国进步政权对朝政策特征, 使预测现任文在寅政府之对朝政策方向有更加准确的了解。
Abstract
The successful inter-Korean summit held on 2018 caused a dramatic change in Northeast Asia’s situation. After the advent of Moon Jae-in government, the present government assigned top priority to denuclearizing the Korean Peninsula, and through continuous efforts to converse and interact with North Korea, paved the way for that denuclearization of the Korean Peninsula. This paper focuses on Kim Dae-jung and Roh Moo-hyeon government’s policies toward the North as well as on analyzing how they decided on those policies. This was due to the Moon Jae-in government’s policies toward the North being rooted in by the last two presidents. This will be helpful in understanding the direction of the Moon Jae-in government’s future policies to the North. The Kim Dae-jung government’s "Sunshine Policy" and Roh Moo-hyeon government’s "Policy of Peace and Prosperity" are a form of peace-based communication. Stemming from L. Jensen’s theory of foreign policy, this paper analyzed the decision process of each government’s unification policies by dividing these into three categories such as international, domestic, and leadership elements. The study had three main reults. first,. it was found that Kim Dae-jung and Roh Moo-hyeon government’s unification policies were decided when the world was entering into an era of multilateral cooperation-- an international element. Second, it was that progressive government had been established-- a domestic element. The last one (a leadership element) was the fact that it was by the last two presidents who in the past were democratic activists. Also, based on the study results, this paper predicts the present Moon Jae-in government’s direction of future policies towards North Korea.
