이 연구는 시도별 노인체육 환경의 형평성과 효율성을 평가하는 것을 목적으로 한다. 이 연구의 목적을 위해 2021년 각 시도의 노인체육 환경을 조사하였으며, Coulter의 비형평성 계수와 자료포락분석모형을 적용하여 형평성과 효율성을 평가하였다. 구체적으로 노인체육 환경은 각 시도 공공 체육시설, 노인 생활체육지도자, 시도체육회의 노인 체육 관련 결산액을 통해 확인하였다. 각 시도 노인체육 환경의 형평성 분석을 위해 Microsoft Excel 365를 활용하였으며, 효율성 평가를 위해 노인인구, 공공 체육시설 수, 노인체육지도자 수, 공공 체육시설 수를 투입변수로 선정하고 노인건강지표를 산출변수로 선정하여 Scheel(2000)이 개발한 EMS 1.3ver을 활용해 자료포락분석을 실시하였다. 이 연구의 결과는 다음과 같다. 첫째, 시도별 노인체육 환경 현황을 살펴보면, 공공 체육시설은 경기도가 가장 많이 보유하고 있으며, 어르신 생활체육지도자가 가장 많이 배치된 시도는 서울특별시이다. 시도체육회에서 진행하는 노인 체육 관련 사업으로는 어르신체육지원사업, 어르신체육대회 등이 있으며 재정 현황은 각 시도별로 상이하다. 둘째, 노인체육 환경의 형평성을 확인한 결과 공공 체육시설과 노인체육지도자는 약간 비형평인 상황이며, 시도체육회 결산은 심각한 비형평인 상황이다. 셋째, 노인체육 환경을 고려하였을 때 서울특별시, 부산광역시, 울산광역시 순으로 효율성 높은 운영을 하고 있다. 이 연구의 결과는 각 시도의 노인체육 환경의 형평성과 효율성을 확인함으로써 노인체육 환경개선에 대한 기초자료를 제공할 수 있을 것이다.
Abstract
This study aims to evaluate the equity and efficiency of sports environments for the elderly by province. To evaluate the equity and efficiency of the elderly sports environment, each province's financial, human resources, and facility resources were investigated in 2021, and equity and efficiency were evaluated by applying the Coulter index and Data Envelopment Analysis(DEA) model. Specifically, finances were confirmed through the finances for elderly sports in each provincial sports council, human resources were confirmed through the placement of senior sports instructors, and facility resources through the status of public sports facilities in each province. Microsoft Excel 365 was used to calculate the Coulter index of each province's financial, human, and facility resources. DEA was conducted using EMS 1.3ver software developed by Scheel(2000) by selecting financial, human, and facility resources as input variables for efficiency evaluation. The conclusions from this study are as follows. First, looking at the status of sports environments for the elderly by province, there are ‘elderly sports support projects’ and ‘elderly sports competitions' conducted by the provincial sports council, and the financial status varies for each province. Seoul has the most senior sports instructors, and Gyeonggi-do has the most public sports facilities. Second, according to the calculation of the Coulter index, the sports and leisure environment for the elderly, the finances are seriously inequity, and human resources and sports facilities are minorly inequity. Third, considering the environment of the elderly sports and leisure environment, it has higher competitiveness in the order of Seoul, Busan, and Ulsan. The results of this study will be able to provide basic data on the elderly sports environment of each province by confirming the equity and efficiency of the elderly sports and leisure environment of each province.
