본 연구는 자료포락분석 방법을 이용하여 한국의 17개 시･도 지역의 노인요양공동생활가정에 효율성을 비교 분석 후 노인요양공동생활가정의 효율적 운영을 위한 대안을 제시하고자 하는 목적으로 연구를 진행하였다. 분석자료는 보건복지부에서 매년 실시하는 「2020년 노인복지시설 현황」을 사용하였다. 본 연구 대상의 효율성 분석을 위한 투입변수는 시설수, 종사자수, 정원수로 선정하였고, 산출 변수는 현원수로 선정하였다. 분석결과 CCR 분석에서는 대전, 제주 지역이 가장 효율적이었고, BCC 분석에서는 서울, 대구, 대전, 세종, 경기, 제주지역 순으로 가장 효율적이었으며, SE 분석에서는 제주 지역 113.3%, 대전 지역 102.2% 순으로 가장 높은 효율성이 있는 지역으로 나타났다. 기여도 분석에서는 종사자 변수가 가장 기여도가 높은 것으로 나타났다. 개선 가능성 분석에서는 시설수와 정원수에서 개선 가능성이 있는 것으로 나타났다. 본 연구결과를 중심으로 추후 노인요양공동생활가정 효율성 운영 방안을 제언하면 다음과 같다. 첫째, 노인요양공동생활가정의 지역별 정원수와 현원수 조정이 필요해 보인다. 둘째, 종사자의 전문성 강화 프로그램이 요구된다. 셋째, 노인요양공동생활가정의 지역별 특성화된 프로그램이 요구된다.
Abstract
The purpose of this study is to present policy alternatives for the efficient operation of communal living homes for the elderly after comparative analysis of the efficiency of communal living homes for the elderly in 17 cities and provinces in Korea using the data envelope analysis method. Data from “The Current Status of Welfare Facilities for the Elderly in 2020”, conducted annually by the Ministry of Health and Welfare, were analyzed for the study. The input variables for the efficiency analysis were the number of facilities, the number of employees, and the number of staff; the output variable was the number of current employees. The results according to a CCR analysis showed that Daejeon followed by Jeju were the most efficient. According to a BCC analysis, Seoul, followed by Daegu, Daejeon, Sejong, Gyeonggi, and Jeju was the most efficient. In terms of a SE analysis, Jeju was the most efficient with 113.3% followed by Daejeon with 102.2%. In the contribution rate analysis, workers were found to be the variable with the highest contribution. In the improvement potential analysis, it was found that there is a possibility of improvement in the number of facilities and the number of gardens. Based on the results of this study, future suggestions for the efficient operation of communal living homes for the elderly are as follows. First, it seems necessary to adjust the number of occupants by region and the number of current staff in the elderly care communal living homes. Second, a program to strengthen the professionalism of workers is required. Third, a regionally-specific program for the elderly care communal living homes is required.
