민주주의는 다른 모든 형태의 정부 형태들에 비해 상대적으로 양호한 정부 형태이다. 하지만 민주주의는 정치 권위의 문제를 해결하는 데 있어서는 근본적인한계를 노정한다. 본 연구에서는 정치 권위의 정당성을 설명하는 특수 이론들 가운데 민주주의 이론에 초점을 맞추어 과연 민주주의 이론이 정치 권위의 정당화에성공적인지를 진단한다. 이를 위해 코헨의 심의 민주주의 이론과 크리스티아노의규범적 민주주의론을 분석적으로 검토한다. 우선 코헨의 심의 민주주의는 이상적인 민주적 심의에 근거하여 민주주의의 권위를 설명하고자 한다. 하지만 민주적심의는 비현실성 혹은 가상적 성격으로 인해 민주주의의 권위가 지닌 현실적 구속력를 설명하는 데는 근본적인 한계를 지닌다. 다음으로 크리스티아노의 평등 논변은 왜, 그리고 어떤 의미에서 ‘민주적 평등’만이 유일하게 공적으로 실현 가능한평등관인지를 완전히 해명하기가 어렵다는 근본적인 난점을 극복하기 어렵다. 또한 크리스티아노의 정의론은 이익의 평등한 증진을 요구하지만 이러한 요구는 과도한 희생을 요구할 뿐이다. 따라서 민주주의의 권위는 적어도 두 가지 민주주의론의 경우에는 정당화될 수 없다고 할 수 있다.
Abstract
Democracy seems to be superior to all other existing forms of government. But it has a profound limitation to solve the problem of political authority. Focused on democratic theories among ‘special theories’ to explain legitimacy of political authority, this study aims to examine whether democratic theory is successful to justify political authority. For this purpose, this study analyses J. Cohen’s theory of deliberative democracy and T. Christiano’s normative democratic theory. Firstly, Cohen’s theory intends to explain democratic authority by the ideal situation of democratic deliberation. But democratic deliberation, due to its unfeasibility or hypothetical character, cannot explicate fully the binding power of democratic authority. Secondly, this study shows that Christiano’s Equality Argument cannot explain why democratic equality is uniquely public. Also, it is argued Christiano’s conception of justice is absurdly demanding. To recap, democratic authority is difficult to be justified in case of at least our two democratic theories
