이 논문은 새롭게 시행되는 한국의 사전투표제의 제도적 특징을 살펴보고, 이전의 부재자 투표와 비교하여 그 장단점을 분석하는 것을 목적으로 한다. 2013년 4월과 10월의 재보궐선거에서 최초로 사전투표제가 실시되었다. 또 2014년 6월의 지방선거에서 최초로 이 사전투표제가 전국단위에서 시행될 예정이다. 최초 시행된 보궐선거에서 사전투표율이 20%에 가까웠을 정도로 유권자의 반응은 긍정적이었다. 이 논문에서는 한국의 사전투표가 갖는 그 제도적 특징들을 중심으로 사전투표제를 리뷰하고, 사전투표의 보안 및 관리에 따를 수 있는 문제점을 점검할 것이다. 이 사전투표제는 또 선거연구자들에게 새로운 연구주제들을 제시할 것으로 기대되는데, 첫째 사전투표제와 투표율의 상관관계, 둘째, 사전투표를 이용하는 유권자 집단의 특성 분석, 셋째, 지방선거, 국회의원 선거, 대통령 선거에서의 사전투표율 차이점 분석, 넷째, 사전투표로 인한 선거캠페인 전략의 변화 등이다.
Abstract
In 2013, South Korea has introduced a new early voting system for the re- and by-elections in the April and October. The local election in June 2014 will be the first nation-wide testing bed for this early voting system. This article aims to analyze the pros and cons of this voting system and to provide with a solution for the potential problems for election security and management. This new early voting system is expected to lower the cost of voting by enabling Korean voters to vote anytime, anywhere. The first two trials of the early voting were very successful: Close to 20% of voters chose to vote early, which was extraordinary compared to the old, unpopular absentee voting system. There are several potential security risks to the new system, though. And introduction of electronic voting machine, which has been researched and developed by the Korea National Electoral Commission for years, could solve these problems.
