Abstract
The purpose of the study is to examine the effect of the early voting system on voting turnout by analyzing the result of the 2017 Presidential Election. In doing so, the study statistically tests whether early voters’ characteristics are similar to either non-voters’ or regular voters’. Likewise, the study investigates the characteristics of early voters in the 2017 election and compares with early voters of 2014 local election and 2016 National Assembly election. Results show that early voters are statistically different from non-voters in political interest, party identification, political knowledge, election participation, eduction, and so on. It indicates that early voters are not non-voters. On the other hand, results show that there are differences between early voters and regular voters even though they share some commons features. Their differences result from stronger political interest and knowledge of early voters. Therefore, differences do not tell that early voters are non voters. Rather, they verify again that early voters are regular voters. Overall results indicate that the early voting system does not play a role in increasing voting turnout. Instead, the system provides convenience for voters who generally participate in election to cast ballot before the official election day. The early voting system is adopted to increase voting turnout; however, it does not meet expectation. In order to increase the turnout rate, the measures to have an effect on voting cost and utility of voters should be devised with the current early voting system.
