한국에서는 국민의 선거참여를 보장하고 확대하기 위해 2014년 사전투표제를 도입하였다. 사전투표제는 유권자의 투표 참여의 거리비용, 시간비용을 덜어줌으로써 유권자의 편의성을 진작시키고, 결과적으로 새로운 유권자의 투표참여를 통해 저조한 투표율을 제고할 것으로 기대되었다. 사전투표제가 도입 목적처럼 새로운 유권자를 투표장으로 동원하였는지에 대해 많은 관심이 있었지만 아직까지 사전투표제도의 효과에 대한 경험적 검증은 이뤄지지 않았다. 이에 따라 본 연구에는 사전투표제가 의도했던 효과를 거두었는지 체계적으로 그리고 경험적으로 검증해보고자 한다. 2014년도 6·4 지방선거 설문조사 자료를 분석한 결과, 사전투표제는 편의효과와 더불어 동원효과도 유발하는 것으로 나타났다. 특히 사전투표제 도입의 배경인 소득 계층의 동원효과가 있는 것으로 밝혀졌다. 이와 같은 점은 사전투표제가 최근 도입된 제도이며, 이에 대한 유권자 인지도가 높지 않다는 점을 고려할 때, 향후 사전투표제의 효과는 더욱 확대될 것으로 기대할 수 있다.
Abstract
Because early voting has been introduced recently into the Korean electoral system to increase voter turnout, thereby enhancing representative democracy, its effects have received particular attention. However, the empirical analyses have yet to be carried out. This study attempts to examine whether or not early voting achieves its intended consequence. Utilizing survey data on the sixth local elections in 2014, the findings suggest that early voting has achieved its purposes, a mobilization effect and a convenience effect. In particular, those who belong to the lower-income class are more likely to turn out to vote than are those who belong to the middle- or highincome classes. Considering that the institution is still new to people and thus needs more time to be fully embedded, it is possible that early voting will improve the level of representative democracy in Korea.
