사전투표제도의 효과에 대한 분석: 2014년에서 2020년까지 실시된 전국단위 선거를 중심으로

초록

본 연구는 사전투표제도가 도입된 2014년 이후 사전투표제가 없었다면 기권하였을 유권자들의 동원효과와 투표율 제고 효과를 도출하는 것이 목적이다. 이를 위해 유권자들의 투표행태를 기권과 선거일 투표, 편의사전투표, 순수사전투표로 분류한 후 경험적 분석을 실시하였다. 경험적 분석에는 각종 선거에서 나타난 투표율, 부재자투표율, 사전투표율 및 각각의 선거에 관한 유권자 의식조사의 데이터를 사용하였다. 분석 결과, 기존의 연구들에서 동원효과는 미미해서 투표율 제고 효과가 거의 없다는 주장과 달리 사전투표제도는 의미 있는 동원효과와 투표율 제고 효과를 나타내었다. 먼저 동원효과는 2014년 전국동시지방선거 3.63%p, 2016년 국회의원선거 6.94%p, 2017년 대통령선거 7.96%p, 2018년 전국동시지방선거 6.47%p, 2020년 국회의원선거 7.47%p를 기록하였다. 부재자투표제를 대체한 사전투표제만의 투표율 제고 효과는 2014년 전국동시지방선거 1.47%p, 2016년 국회의원선거 4.83%p, 2017년 대통령선거 5.56%p, 2018년 전국동시지방선거 4.31%p, 2020년 국회의원선거 5.36%p이다.

Abstract

The purpose of this study is to derive the effect of mobilizing voters who would have abstained without the early voting system since 2014 when the early voting system was introduced and the effect of enhancing the turnout. To this end, the voting behavior of voters was classified into abstention, election day voting, convenient early voting, and pure early voting, and then an empirical analysis was conducted. For the empirical analysis, data from the voter's consciousness survey for each election were used, such as turnout, absentee turnout, early vote rate, and voter consciousness surveys in various elections. As a result of the analysis, unlike previous studies claiming that the mobilizing effect was insignificant and thus little effect of improving the turnout rate, the early voting system showed a meaningful mobilizing effect and the effect of enhancing the turnout. The mobilizing effect is as follows: 2014 local elections 3.63%p, 2016 national assembly elections 6.94%p, 2017 presidential election 7.96%p, 2018 local elections 6.47%p, 2020 national assembly elections 7.47%p. The enhancing turnout effect of early voting replacing absentee voting is as follows: 2014 local elections 1.47%p, 2016 national assembly elections 4.83%p, 2017 presidential election 5.56%p, 2018 local elections 4.31%p, 2020 national assembly elections 5.36%p
