러시아 천연가스 의존도와 반복되는 EU에너지 위기

EU’s Dependence on Russian Natural Gas and EU’s Repeated Energy Crises

2022년 러시아의 우크라이나 침공으로 전 세계 에너지시장은 급변하고 있다. 그러나 EU회원국은 러시아 천연가스 수입에 대해 다른 입장을 취하고 있다. 그리고 그 배경으로 EU에서 러시아 천연가스 공급에 대한 의존도가 높다는 점을 들 수 있다. 러시아는 EU최대 천연가스 공급국가이다. 실제로 러시아 천연가스 공급문제에서 초래된 위기를 EU는 오래전부터 겪어 왔다. 실제로 2006년, 2009년, 2014년 러시아-우크라이나 간의 천연가스 분쟁으로 러시아로부터 EU회원국으로 천연가스 공급에 차질이 발생하였다. 이와 같은 우크라이나를 통과하는 천연가스 공급에서 불안정성을 해소하기 위해서, 폴란드, 발트국가들, 우크라이나 등의 반발에도 불구하고, 러시아로부터 독일로 직접 천연가스를 수송하는 천연가스관인 노드스트림I이 2011년에 개통되었다. 노드스트림I의 성공에 힘입어 노드스트림II가 2018년에 착공되었고 2022년에 개통이 예상되었다. 그러나 러시아의 우크라이나 침공이후 EU와 미국은 러시아에 대한 경제제재를 실행하면서 노드스트림II의 2022년 개통은 불확실하게 되었다. 현재 EU와 미국이 러시아에 대해 실행하고 있는 경제제재 조치의 장기적인 실효성에도 의구심이 더해질 수 있다. 2014년 러시아의 크름반도(러시아명 크림반도) 강제병합 이후 EU는 러시아에 경제제재 조치를 실시하였고 이를 지속적으로 연장하였지만, 러시아에 대한 EU의 천연가스 의존도는 오히려 더 증가하였다. 또한 EU의 러시아 경제제재 연장에 대해서 EU회원국 간에 이견이 존재하기도 하였다.

Abstract

Energy markets are roiling with spikes in both oil and gas prices and a surge of instability related to the Russian invasion of Ukraine. However, EU member states are taking different stance on Russian natural gas imports. Russia is the largest supplier of natural gas in the EU. Indeed, the EU has experienced repeated crises caused by Russia's natural gas supply problem. In fact, the natural gas disputes between Russia and Ukraine in 2006, 2009, and 2014 disrupted the supply of natural gas from Russia to EU member states. To address the instability of natural gas supply through Ukraine, Nord Stream I, a natural gas pipeline that transports natural gas directly from Russia to Germany, was commissioned in 2011 despite protests from Poland, Baltic countries and Ukraine. Due to the success of Nord Stream I, Nord Stream II construction was started in 2018 and it was expected to be commissioned in 2022. However, after Russia's invasion of Ukraine, the EU and the United States implemented economic sanctions against Russia, making the commission of Nord Stream II uncertain. The long-term effectiveness of economic sanctions currently being implemented by the EU and the United States against Russia may also be questioned. After Russia’s illegal annexation of Crimea in 2014, the EU implemented economic sanctions on Russia and continued to extend them. However, the EU's dependence on Russian natural gas increased further. In addition, the different positions between EU member states over the extension of Russian economic sanctions exist.
