이 논문은 네트워크 사회에서 시민들의 정책의제설정 과정의 변화에 주목하여 ICT를활용한 시민 정책의제설정의 특성과 발전 방향을 조망하였다. 논문은 8서울특별시의 <민주주의 서울(https://democracy.seoul.go.kr/front/index.do)>을 분석하여 정책의제설정 과정에서시민참여의 특징에 대해 분석하였다. 연구방법론은 사례에 대한 분석을 통한 질적 분석 그리고<민주주의 서울>의 내용분석 등을 종합한 연구방법론을 적용하였다. 연구 결과, <민주주의서울>과 같은 ICT를 이용한 시민참여가 활성화되면서 시민이 주도하는 정책의제설정이발견되었다. 그러나 단순히 과거의 상향식이나 하향식의 일 방향식 정책의제설정 과정을벗어나 민주주의 기술(ICT for democracy)을 적용하여 시민의 다양한 요구를 수렴하고 바람직한 심의를 통한 시민참여형 상호작용적 정책의제설정으로 발전하고 있음을 확인했다.
Abstract
This paper focuses on changes in the policy agenda setting process of citizen in the network society. The paper attempted to characterize the policy agenda setting process of citizen using the ICT. As an case study, We analyzed <Democracy Seoul> web site. The research methodology applied qualitative analysis through case analysis and contents analysis of <Democracy Seoul>. As a result of the study, citizen participation using ICT such as <Democracy Seoul> became active and the policy setting led by the citizen was found. However, there has simply been a combination of participation and deliberation using technology in the setting of past one-way top-down or top-down policy. And this is evolving into the establishment of citizen-participatory interactive policy.
