G20와 중견국가의 역할 연구: 아르헨티나의 사례를 중심으로

초록

본 논문은 중견국과 강대국, 혹은 선진국과 개발도상국의 결합이라는 새로운 형태의 글로벌 거버넌스로 부상하고 있는 G20에서 중견국 혹은 개발도상국들이 어떻게 자신들의 주장을 관철시키는가라는 질문으로부터 출발한다. 이 질문에 답하기 위해 본 논문은 아르헨티나의 사례를 사회운동론의 Tool-Kit 접근법을 활용, 분석하였다. 즉 사회운동단체들이 자신들의 의견을 관철시키기 위하여 가장 효과적인 아젠다를 설정하여 선택적으로 활용한다는 사회운동론의 Tool-Kit 접근법을 한 국가의 행동방식 연구에 적용하였고, 그 결과 아르헨티나가 G20에서 자신의 주장을 관철시킬 수 있었던 것은 아르헨티나가 갖고 있는 국내정치의 Tool-Kit을 적극적이고 선택적으로 활용한 결과라는 결론에 도달하였다. 선진국과 개발도상국, 중견국과 강대국들의 통합을 통한 글로벌 거버넌스가 주목받고 있는 오늘, 사회운동론의 도입을 통해 중견국가의 행동(action)과 전략(strategy)을 고찰해보고자 했던 본 연구는 글로벌 거버넌스에 대한 다층적인 이해에 기여할 수 있을 것이다.

Abstract

This article is organized around a theoretical question of "how middle powers act to accomplish their goals in a new type of global governance whose leadership consists of the combination of developed countries and developing countries". To answer this question, the author analyzes actions and strategies of Argentina at G20 from the tool-kit approach. By applying the tool-kit approach, which assumes that social movements organizations selectively choose best agendas from their cultural tool-kit in order to effectively enhance their goals, this paper elucidates that relatively successful outcomes for Argentina at G20 were the results from its effective selection of agendas from the domestic agenda tool kit. The findings from this study will contribute to a more nuanced understanding of middle powers by incorporating a theoretical angle to explore their actions and strategies in global institutions.
