반유럽연합 정서 확산 원인 분석 : 폴란드와 헝가리 사례를 중심으로

본 연구는 사례연구를 통해 유럽연합의 통합을 저해하는 요인들을 밝히는데 목적이 있다. 유럽연합(EU)은 ‘하나의 유럽’을 이룰 수 있을까? 2004년 유럽연합은 중⋅동구권 국가를회원국으로 받아들였다. 당시 여러 문제가 제기되었으나 지역적 확장을 통해 진정한 통합의길로 가는 듯 보였다. 최근 유럽연합은 국가 간 엇갈린 이해로 인해 갈등이 발생하고 있으며, 특히 중⋅동유럽 국가들과 마찰이 잦아지고 있다. 유럽연합은 진정한 통합을 지향해왔지만, 브렉시트(Brexit) 이후 ‘국민국가로의 회귀’와 ‘초국가로의 통합’에서 갈등하고 있다. 유럽연합의 회원국이 되기 위해 노력하던 국가들이 이제는 왜 탈퇴를 고려하는가? 2005년 유럽 헌법 국민투표 부결, 2010년 남유럽 금융위기, 2015년 난민 문제 등으로유럽연합은 회원국의 탈퇴 고려를 염려하고 있다. 2007년 리스본 조약 체결, 긴축정책과 재정 지원으로 금융위기 극복 등으로 협력 강화에 노력하고 있지만, 이민자 쿼터제시행을 두고 많은 회원국의 반발이 거세지고 있다. 본 연구에서는 국가 지도자가 유럽연합 탈퇴에 관해 언급을 한 대표적인 회원국인 폴란드와 헝가리를 분석대상으로 연구하였다. 이를 위해 유럽통합이론에서의 통합의 개념과 하버마스의 유럽통합 사안에 관한 정치세력의 특징을 적용하여 폴란드와 헝가리가 유럽연합 통합 사안에 대해 어떠한성향을 가지고 있는지 분석하고, 유럽연합 회원국의 통합 저해요소를 파악하고자 한다. 연구결과, 회원국의 정치세력의 성향, 유럽연합의 정책이 회원국의 이해와 상이한 경우, 회원국과 유럽연합 지도부 간 통합에 대한 지향점이 상충할 때 통합이 저해된다고 볼수 있다. 폴란드와 헝가리의 국가주의적 통합을 통한 사회적⋅경제적 보호 지향적 성향은 하버마스가 제시한 유럽통합 사안에 대한 반통합 우파 포퓰리즘적 정치세력들의 성향으로 설득력 있게 설명되어진다.
Abstract
This study aims to identify factors that impede the integration of the European Union through a case study. Can the European Union achieve “one Europe”? In 2004, the European Union accepted Central and Eastern European countries as its members. Several problems were raised at the time but appeared to be on the path to true integration through regional expansion. Recently, the European Union has been experiencing conflicts due to conflicting interests among countries, especially with Central and Eastern European countries. Why now do countries that have been trying to become members of the European Union consider leaving? In this study, we studied Poland and Hungary, two of the leading members whose national leaders commented on leaving the European Union. To this end, apply the concept of integration in European integration theory and the characteristics of political forces on European integration issue of Habermas to analyze what tendencies Poland and Hungary have on European integration issue, and find out why they are at odds with the European Union leadership. The study also seeks to identify a possible reduction in the integration of EU member states. Studies show that if the political power of the member states and the policy of the European Union differ from the interests of the member states, integration is hampered when there is a conflict between the member states and the EU leadership.
