Abstract
This article examines the development of European refugee crisis through conducting an in depth case study on post-Socialist Hungary. In 2015-16 when Europe was grappling with the significant influx of refugees who primarily came from the Middle East and Sub-Saharan Africa, the Visegrad Group made clear that they would oppose to the proposed plan of a compulsory quota that suggested by the German-Franco leadership. With taking this oppositional position, the Visegrad Group contributed to the division of the European Union members, a rift within the EU members centered around between the "old founding members" and "the new ones". In particular, the literature pertaining to the European refugee crisis highlights that, among the Visegrad Group, Hungary took the most stringent and intransigent position against any plans of accommodating the refugees on a country-by-country quota basis. In order to deter the refugees' entry from Hungary, the Orbán government (2010-present) erected a long range of razor wire fences along the border of Serbia-Hungary, and, in October 2016, the government's sponsored anti-refugee referendum was successfully held. The existing literature pertaining to the unfolding of European refugee crisis has underscored that, when accepting the refugees, economic burdens that would be shared by the EU members was responsible for the shaping up an anti-immigration or anti-refugee sentiment among the EU citizens. Yet the research that has been conducted in this article suggests that the principal explanatory factors that have contributed to Hungary's position against the refugees can be found in its present political contexts. In essence, this means that the Orbán government has well capitalised on the anti-immigration sentiment for the diversion of public attention from daily economic predicaments when popular supports for the government were significantly falling. To this end, the Orbán government has launched a series of negative political campaigns that instigate fear of, or anxiety over, insecurity among the Hungarian population by deliberately associating the refugee influx with an increase in the probability of an occurrence of terrorism. In particular, this government sponsored negative political campaign was pronounced against the Muslim community, where the Hungarian population had a historically distant but distinct memory on the invasion of the Muslim. Consequently, the so-called "Islamophobia" was gradually shaping up in public atmosphere, but that, in turn, has contributed to the strengthening of Orbán's position where the exclusive form of a Hungarian nationalism had once again come to fore in the European political landscape.
