Abstract
In the 2000s, increasing economic powers from developing countries have demonstrated a new trend of international relations, i.e. the South-South cooperation. Against this backdrop, the purpose of the paper is to understand the roots and dynamics of this cooperation by examining the Brazil-African diplomatic relationship. The year 2003 saw the start of the Lula's presidency in Brazil. This marks a turning point for the characteristics of the Brazilian diplomacy from unilateralism towards multilateralism. The paper seeks to examine the ups and downs of the South-South cooperation under the Lula administration (2003-2010), with an emphasis on internal dynamism of the dominant class within the country, as well as neodevelopmentalism in Brazil.
