이·팔 분쟁 외신 보도의 가장 큰 문제점은 해당 분쟁 혹은 사건이 협력 모델이 아닌 경쟁적인 모델로 분석되고 소구되고 있다는 점이다. 기계적 중립성, 양비론에 따라 외신 언론의 책임 회피성 보도가 이스라엘과 팔레스타인 측 모두 각자의 정당한 이유에 의해 갈등과 분쟁의 고조가 지속되게 하여 결국 양측 모두 자신들이 상대방에 가하는 폭력은 정당하며 폭력의 수단을 지키는 것이 국가 안보를 지키는 것과 등치가 되는 상황에 이른 것이다. 결국 외신 보도는 이스라엘과 팔레스타인 양측의 국가 건설이 서로에게 위협이 된다는 신념화된 담론 해체에 실패했다. 우리 언론의 이·팔 분쟁 보도 역시 상술한 외신 보도를 그대로 받아들임으로써 똑같은 문제를 내포하고 있다. 결국 이·팔 분쟁 보도에서 나타난 기계적 중립은 양측의 갈등 해소를 위한 핵심의제 논의를 공론의 장에서 소환해 내지 못하였을 뿐 아니라 이스라엘 측에서 생산하는 안보화(Securitization) 논리의 프레임 안에서 언론 보도가 천착하는 결과를 낳았다. 따라서 본 연구는 이·팔 분쟁을 둘러싸고 보여주는 국제 언론 보도의 행태를 분석하고, 이에 영향을 받고 있는 국내 이·팔 분쟁 보도에 관한 고찰을 시도한다.
Abstract
The biggest problem with foreign media coverage of the Israel-Palestine conflict is that the conflict is analyzed and framed not within a cooperative model but within a competitive model. Due to mechanical neutrality and a tendency towards binary debates, foreign media coverage avoids responsibility by allowing the conflict and tension to persist on both the Israeli and Palestinian sides, each justifying their violence against the other as legitimate and necessary for maintaining security, reaching a point where violence becomes equated with safeguarding national security. Ultimately, foreign media coverage has failed to dismantle the entrenched discourse of mutual threat posed by nation-building efforts on both sides of Israel and Palestine. Similarly, our domestic media coverage of the Israel-Palestine conflict inherits the same problem by uncritically accepting the aforementioned foreign media narratives. Consequently, the mechanical neutrality apparent in the coverage of the Israel-Palestine conflict has not only failed to summon discussions on the core issues necessary for resolving the conflict but has also led to media coverage becoming ensnared within the frame of securitization logic produced by Israel. Therefore, this study aims to analyze the behavior of international media coverage surrounding the Israel-Palestine conflict and examines the domestic coverage of the conflict in light of its influence.
