미디어 전쟁과 청중비용 효과의 다귀결성: 헤즈볼라와 하마스의 미디어 전술을 중심으로

Media War and the Multi-finality of Audience Cost Effect: Hezbollah’s and Hamas’s Media Tactics

초록

비국가적 행위자는 소셜미디어를 활용하여 민주국가를 대상으로 한 전쟁에서 어떻게 승리하는가? 이 질문에 답하기 위해 본 연구는 국가 간 군사분쟁의 전개과정과 승패에 관한 탁월한 설명력 때문에 민주적 승리론의 토대를 제공한 청중비용이론을 활용한다. 그러나 청중비용이론은 2006년 이스라엘과 헤즈볼라의 전쟁 및 2009년 이스라엘과 하마스의 전쟁에서 민주국가 이스라엘이 건국 이후 최초로 아랍세계에 연달아 패배한 이유를 설명하지 못한다. 이에 본 연구는 기존의 청중비용이론가들이 주목하지 않았던세 가지 분야인 메아리 전술, 소셜미디어, 비국가적 행위자를 도입하여 새로운 가설들을 제시하고 과정추적 사례분석을 통해 기존의 가설들을 반증하고 새로운 가설들을 확증함으로써 청중비용이론의 경험적 영역과 설명력을 대폭적으로 확장한다. 분석 결과, 소셜미디어를 활용한 헤즈볼라와 하마스는 ‘피해자 코스프레’ 및 ‘선한 사마리아인 코스프레’ 미디어 전술을 구사하여 이스라엘의 청중비용을 조작함으로써 군사적 열세를 극복하고 정치적 승리를 이끌어냈다. 이러한 발견에 기초해서 본 연구는 비례성이라는교전수칙, 병사의 스마트폰 사용, 군사공공외교와 관련된 세 가지 안보정책적 함의를 제시하고 있다

Abstract

Using social media, how can non-state actors win the war against democratic states? To answer this question, this study employs the audience cost theory, which has provided the basis for ‘democratic triumphalism’ because of the excellent explanatory power of crisis bargaining processes and outcomes. This theory, however, fails in explaining why the democratic state considered invincible in the middle east region, Israel was repeatedly defeated in the 2006 war against Hezbollah and the 2009 war against Hamas. To solve the puzzle, this study introduces reverberation tactics, social media, and non-state actors into the audience cost theory and proposes new hypotheses. Also, it falsifies conventional hypotheses and confirms new hypotheses through two process-tracing case studies. These are expected to extend the theory’s empirical application and explanatory power drastically. This study finds that Hezbollah’s and Hamas’s social media tactics such as ‘victim cospre’ and ‘good samaritan cospre’ have neutralized Israel’s military preponderance and have led to the political victory by manipulating Israel’s audience cost. This finding offers three implications for security policy related to the ruls of engagement, soldiers’ usage of mobile phone and military public diplomacy.
