본 논문은 이스라엘-팔레스타인 분쟁에 대한 해결 대안들을 고찰하고 각 대안의 성격과 정치적 함의를 분석하는 데 있다. 이스라엘-팔레스타인 분쟁의 해결방안으로는 두 국가 해결론, 두 민족 일 국가론, 지역 통합론, 일방주의 등이 거론되고 있다. 이 중 ‘두 국가 해결론’은 이스라엘-팔레스타인 분쟁을 해결함에 있어 최선의 대안임에도 불구하고 핵심 현안들에 대한 합의를 도출하지 못한 채 사장되어 가고 있다. 특히 1993년부터 시작된 오슬로 평화협상은 2000년 캠프 데이비드 협상의 실패와 2001년 제2차 인티파다의 발발로 인한 유혈분쟁 등으로 팔레스타인의 최종 지위에 대한 합의를 이끌어내지 못하고 결국 붕괴하였다. 이후 평화 해법으로 소개된 다양한 대안들은 각 진영의 정치적 명분과 논리를 정당화시키기 위해 제시되었거나 주장되었다. 따라서 본 연구는 두 국가론의 정치적 대안으로서의 실현 가능성뿐만 아니라 다른 대안들이 각각 어떠한 역사적 근거와 정치적 논리로 전개되고 있는지 살펴보고자 한다. 이와 함께 결론에서는 두 국가론이 실현 가능성에 있어 많은 한계점을 내포하고 있음에도 불구하고, 이스라엘-팔레스타인 분쟁 해결에 있어 최종 대안으로서의 가치와 의미를 함께 살펴보고자 한다.
Abstract
This research aims to analyze peaceful alternatives for resolving the Israeli-Palestinian conflict, focusing on the ‘two-state solution’ and its political implications. Since the collapse of the Oslo Peace Process following the failure of the Camp David negotiations in 2000, the Israeli-Palestinian conflict has continued until today without finding an explicit exit for peace, leaving thousands of dead and more injured. The two-state solution based on the establishment of a Palestinian state has been regarded as one of the most realistic and reasonable alternatives for peace in the region. However, many believe the two-state solution has already lost any realistic chance of achieving peace between the two sides due to the violence and acts of terror against innocent civilians in both Israel and Palestine. Therefore, this research is launched in order to explore peaceful alternatives and solutions proposed by both sides to resolve the conflict and the political obstacles they face. In particular, this research attempts to assess the political narrative and logic implied by each alternative, including the ‘one-state for two nations solution,’ ‘regional option,’ ‘unilateralism’ as well as the two-state solution. This research concludes by examining not only the historic influence and importance of the two-state solution but also its political implications as a solution to the conflict.
