본 연구는 한·미 FTA 체결이 우리나라 의료비 지출에 미치는 영향을 분석하였다. 먼저 본 연구에서는 1970년부터 2004년까지의 OECD 국가들의 건강관련 데이터를 이용하여 국민의료비 지출 결정요인에 대한 실증분석을 실시하였다. 실증분석 결과, 우리나라의 의료비 지출의 소득탄력성이 1.15로 추정되었으며, 65세 인구 비중이 1% 증가할 경우 의료비 지출이 약 2.6% 정도 증가하는 것으로 나타났다. 이러한 결과는 향후 경제성장과 인구고령화로 인해 우리나라 국민들의 의료비 지출 부담이 급격하게 증가될 수 있음을 시사한다. 또한 서비스 무역의 자유화 정도, 총의료비 지출 중 민간보험의 지출 비중, 특허기간의 연장 등에 대해 시나리오를 구성한 후, 회귀분석결과를 이용하여 한·미 FTA의 국민의료비 지출에 대한 효과를 추정하여 보았다. 그 결과 한·미 FTA의 체결로 인한 의료비 지출 증가는, FTA와 직접적인 관련이 없는 민간보험에 의한 의료비 지출 비중의 효과를 제외할 경우, 시나리오에 따라 단기에 3.03~3.23%, 장기에는 4.84~5.17%에 이를 것으로 추정되었다.
Abstract
This study examines the potential effect of Korea-US FTA on the national health expenditure in Korea. For this end, a regression analysis was performed on health data from OECD countries for 1970-2004 period. The income elasticity of national health expenditure was estimated at 1.15, and a one percent increase in the share of population of 65 or older raised the national health expenditure by 2.6 percent. These results imply that the health expenditure will increase rapidly with the economic growth and the fast population ageing. Also, some plausible scenarios were considered for the degree of trade liberalization in service industry, the portion of the expenditure paid by private insurance out of the total health expenditure, and the extension of the term of patent license, which are the key issues under debate for the Korea-US FTA. Ruling out the impact of the increase in the share of private insurance expenditure, which may not be directly related with the Korea-US FTA, the simulation results suggest that the Korea-US FTA will increase the national health expenditure by 3.03~3.23% in the short-term and 4.84~5.17% in the long term.
