-1차 대전 이전까지의 ‘자유주의적’ 자본주의가 채 100년도 지속되지 않은 상태에서 민주주의의 발전에 의해 수정될 수밖에 없었고, 이렇게 수정되어진 ‘조직자본주의’는 다시 ‘세계화’ 물결 속에서 다양한 ‘탈조직자본주의’가 서로 경쟁하는 상황으로 발전했다. 4반세기 이전부터 전지구적 차원에서 진행되어온 ‘탈조직자본주의’화는 다양한 형태들, 즉 앵글로-색슨식의 ‘신자유주의적’ 탈조직자본주의의 길과 유럽 대륙에 지배적인 ‘신조합주의적’ 탈조직자본주의의 길로 분화되고 있다.본 연구는 이러한 ‘자본주의의 다양성’과 복지국가체제의 다양성의 근거를 민주주의와 시장경제의 긴장 및 갈등관계의 관점에서 찾고 있다. 자본주의적 시장경제의 발전과정과 민주주의 발전의 과정이 역사 속에서 평행적이고 상보적인 관계로 작용해왔다. 각국별로 계몽의 프로젝트와 시민혁명에서의 요구가 무엇이었느냐에 따라 시장과 민주주의의 관계는 상이한 방식으로 발전하였으며, 자본주의적 시장경제의 발전은 다양한 가능태를 드러냈다. 본 연구는 선발자본주의국가의 시장경제와 계몽의 프로젝트 및 프랑스 대혁명을 포함한 시민혁명 사이의 긴장관계의 내용을 살펴본다. 역사적으로 대의제 및 참정권 획득을 위한 민주주의 투쟁과정에서 계급의 신뢰도나 충성도는 해당 사회의 계급간 세력관계, 국가의 위치, 초국가적 수준의 권력관계에 따라 변화해왔다. 본고는 민주주의와 자유주의는 동일시될 수 없다는 점을 서구 정치에서 민주주의가 최초로 하나의 세력이 되었을 때부터 구분되는 두 전통, 즉 프랑스적 또는 대륙 유럽적인 것 하나와 다른 하나의 전형으로서 영미의 사고와 관행에 전형적이며 지배적인 것으로 구분하여 비교사적으로 살펴볼 것이다. 후자는 다시 세분되어 영국과 미국 각각 ‘자유’ 개념의 사회가치로서의 내면화 과정에서 차별성을 갖고 있다는 것을 살펴본다. 본고는 이렇게 상이한 발전의 길이 이후 재생산체제의 변천과정, 특히 복지국가 형성의 정치사상적 배경의 상이성과 어떤 연관성을 갖고 있는지를 고찰함으로써 어떻게 서로 다른 모습으로 귀결되었는지 연구한다.
Abstract
Comparative Study on Welfare-state Formation of Western Countries ― Focused on Democratization and Market Economy Development Process ― Song, Tae Soo* In compliance with the democratization process the ‘liberalistic’ capitalism was reformed, and this reformed 'organized capitalism' developed to diverse 'organized capitalisms' in the age of globalization. The deregulation process of 'organized capitalism' on earth is diversified in continent-european model of neo-cooperative 'organized capitalism' on one side and in anglo-saxon model of liberalistic 'organized capitalism' on the other side. This article finds out historical grounds for 'varieties of capitalism' from the diversities of tensive and often discordant relationships between the democratization process and the development of market economy. The democratization process and the development process of capitalistic market economy advanced parallel and complementary, but often with restrictive and diversionary relationships. This article tries to explore the contents of diverse relationships between the market economy development process, French Great Revolution, and the project of Enlightenment Movement. Based on the viewpoint that democracy can not be classed with liberalism, it compares the diverse routes of welfare-state development process in Europe, namely the French or continent-european model different from anglo-saxon model. The latter is fractionated again : The route of Great Britain and the United States respectively have diverse characteristics driven from the different processes of incarnating 'freedom' as social value. In this article is explored that the very diverse incarnation processes of freedom in G.B. and USA resulted from different routes of reforming process of reproduction regime, esp. political ideological backgrounds of welfare state formation and democratization process.
