Abstract
The purpose of this paper is to trace the path of history toward political equality and anticipate a more democratic democracy along the way. While liberal democracy in the 18th and 19th centuries was a democracy that challenged the feudal hierarchy reorganized around the value of ‘liberty,’ social democracy in the 19th and 20th centuries was a democracy that challenged the hierarchy of the capitalist market centered on the value of ‘labor.’ Although both liberal and social democracies are big achievements for political equality, in the 21st century where some of these democracies’ achievements have taken place, we are in another critical hierarchy. Due to the liberal democratic economic system and the social democratic welfare system, which both excludes ‘care,’ care providers and care receivers have seriously experienced the injustice of persistent socioeconomic inequalities. The ‘care status’ is what determines the exclusion in hierarchy. This paper argues that caring democracy, which identifies and challenges the contradiction of hierarchy determined by the care status, is a more just and more inclusive democracy than conventional democracies. Caring democracy is a democracy that resists the hierarchical order of socio-economy that excludes care while being reorganized around the value of care.
