Abstract

This paper analyzes the effects of inter-regional and human capital in the 16 metro-cities and provinces in Korea by using production function with and without including human capital as a production input from 2001 to 2012 with taking panel regression approaches. The empirical results indicate that after the 2000, the main contributors of increasing the value-added in the manufacturing sector mainly depends on more capital than labor. In addition, the human capital embedded with the average year of education, the income gaps, research and development labor have affected the regional income. That means, when we consider the role of human capital in terms of total factor productivity, it is better to include the human capital in the production function as a key production input with capital and labor. Comparing the with and without considering the human capital in the production function as an input for TFP, the human capital has more effect on research and development than on physical capital only. Also, the economic development status in regional base has affected the development of manufacturing sector. Lastly, the regional income gaps have a positive effect on TFP implying there were reverse income gaps between central region and non-central region in Korea after 2000. This can explain the current pattern of labor migration between central and non-central regions so that the regional development of human capital takes important steps in balancing the economic growth and other development policies in Korea.
