본 연구에서는 1985년부터 2012년까지 우리나라 11개 지역에 관해서 솔로(Solow) 모형에 기초한 -수렴계수를 1인당 물적자본, 1인당 인적자본, 그리고 기타 설명되지 않는 부분으로 요인분해를 하였다. 이를 통해 지역별 노동생산성에 있어서 중요한 생산요소로 간주되는 물적자본과 인적자본을 중심으로 실제로 어떤 생산요소가 지역간 노동생산성 수렴에 기여하였는가를 명시적으로 파악하였다. 트랜스로그 생산함수 추정을 통해 1인당 물적자본과 인적자본이 노동생산성 증대에 중요한 역할을 하는 것을 확인하였다. 그러나, 지역간 노동생산성 격차의 축소에 관해서는 1인당 물적자본과 인적자본이 중요한 역할 하지 못하는 것으로 나타났다. 우리나라 지역경제 성장에 있어서 매우 중요한 결정요인으로 간주된 물적자본과 인적자본이 지역간 노동생산성 격차의 수렴에 기여하지 못하여 왔다는 결론이며, 지역균형발전을 위해서는 지역별 물적자본의 균형적인 확충이 필요함을 시사한다. 즉, 선택과 집중의 거점 개발방식 보다는 지역별 물적자본의 균형적인 확충을 위한 균형 개발방식으로의 정책 전환이 지역균형발전을 실현하는 중요한 전략임을 시사한다.
Abstract
In this study, we decomposed -convergence coefficient into three factors that are per capita physical capital, per capita human capital, and the residuals, using the data for Korean 11 regions in the period of 1985~2012. So, focusing on physical and human capital that are the important determinants of labor productivity, we investigated what factors contributed to the convergence of labor productivity between regions. Our empirical results through translog production function estimation showed that the per capita physical capital and human capital played an important role in the labor productivity growth. However we could not find that these played a significant part, regarding the reduction of labor productivity gap between the regions. This implies that the physical capital and human capital can not contribute to the convergence of labor productivity gabs between the regions. This also suggests that Korean government needs to have physical capital investments balanced in order to promote balanced regional growth. In other words, the balanced regional development policy should be focused on the balanced physical capital accumulation among regions, instead of the development strategies of selection and concentration.
