국민기초생활보장제도 수급여부가 저소득 가구의 경제적 어려움 감소에 미치는 영향 : 경향점수 가중치 방법을 통한 고찰

본 연구는 국민기초생활보장제도 수급여부가 저소득 가구가 경험하는 경제적 어려움을 감소시키는데 영향을 미치는지 살펴보고자 하였다. 이를 위해 한국복지패널 중 가구의 소득인 정액이 최저생계비 100% 이하인 가구의 자료를 사용하였으며, 경제적 어려움을 경험하는 가구가 수급을 함으로써 수급 가구가 결과적으로 경제적 어려움을 더 경험하게 되는 선택편의를 줄이고자 경향점수 가중치 방법을 적용하였다. 분석 결과, 다중 회귀분석을 적용하여 설명변인을 통제하였을 때보다 경향점수 가중치 방법을 적용하였을 때 선택편의에 의한 결과 왜곡이 줄어 수급 가구와 비수급 가구 간의 경제적 어려움 차이는 감소하였다. 그러나 경향점수 가중치 방법을 적용하였을 때에도 수급 가구가 비수급 가구에 비해 경제적 어려움을덜 경험한다는 결론이 도출되지는 않았다. 마지막으로 본 연구의 사회정책적 함의에 대해 논의하였다.
Abstract
This study examined the effects of using the National Basic Livelihood Security System(NBLSS) in reducing economic hardship among low-income families. For this goal, this study analyzed data of low-income families from the Korea Welfare Panel Study [KOWEPS] and adopted the propensity score weight method to reduce selection bias. The main research findings were as follows. Compared with the regression analyses which controlled the variables that affect the use of the NBLSS, the propensity score weight method was more effective in reducing selection bias. However, even when the propensity score weight method was applied, the use of the NBLSS was not effective in reducing economic hardship among low-income families. Finally, the implications of this research for Korean social policy were discussed.
