본 연구는 국민연금제도에서 나타나는 젠더 차이에 대해 분석하였다. 이를 위해 시뮬레이션 모델링 분석방법을 이용하여 기초노령연금과 보편적 기초연금 등 여성 연금 수급권 확대와 관련된 다양한 개선방안들의 여성 노후소득보장 적절성을 진단하고 발전방향을 모색하고자 했다. 분석 결과 평균임금과 기여기간이 상대적으로 낮은 여성은 기초노령연금을 받는 수급자보다 기초노령연금 수급자가 아닌 연금수급자일 경우 개정 전 국민연금보다 급여액이 훨씬 낮아졌고, 현재 우리나라 노동시장 특성을 감안했을 때 다양한 기초연금 제도 적용시 기초연금 급여 비율이 높아질수록 여성 노후 소득 보장에 더 유리하다는 것을 알 수 있었다. 또한 여성의 임금 또는 고용기간을 남성과 동일하게 가정하고 분석한 결과에서는 다양한 기초연금 형태를 적용할 때보다 국민연금 급여 수준이 높았는데, 이는 여성의 노동시장 상황이 좋아질수록 기초연금의 소득대체율이 그리 높지 않아도 남성 연금 급여액 수준의 급여액을 보장해 줄 수 있음을 보여준다. 또한 55세~59세 국민연금 가입자 DB 평균사례 분석을 통해서도 연금 수급 연령에 가까운 여성 노인들의 연금 급여를 통한 노후소득보장이 어렵다는 것을 밝힐 수 있었다. 여성과 남성의 노동시장 상황의 차이를 최소화했을 때 연금 급여의 차이가 감소한다는 본 연구의 분석 결과를 통해 연금제도 변화를 통한 급여 향상 노력뿐만 아니라 임금, 고용경력 단절 등 노동시장의 차별적인 상황을 개선하는 노력도 여성의 노후소득 적절성을 보장하기 위해 필요하다는 것을 알 수 있다. 또한 현재 가입자 중 연금 수급개시 연령에 가까운 집단 특히 충분한 연금 급여 수준을 보장하기 어려운 여성 가입자나 지역 납부 예외 가입자에게는 기초노령연금 급여의 향상 또는 보충적인 소득보장 수단이 필요하다.
Abstract
In this study, we analyzed gender differences in National Pension benefit and the differences of various basic pension benefits which women will get in old age by simulation modeling analysis to see if women's pension benefit is adequate for women's old age income security. Major findings are as follows. Firstly, women, who work for lower wage and shorter periods than men and are not basic old age pension beneficiary, gets lower benefit compared to prior National Pension System benefits. Secondly, women get more pension benefits as the ratio of basic pension benefits is higher. Thirdly, women can get more benefits if their working condition (wage and career) is as good as that of men. In such a case, the ratio of basic pension benefit is not such a decisive factor for women's old age income security. We can infer that it's required for women's old age income security and gender equity to improve not only national pension system but also working condition.
