본 연구는 젠더거버넌스 운영의 주요 행위자들의 참여 경험에 대한 심층면접을 통해 현재 한국에서 시행되고 있는 젠더거버넌스의 주된 특성과 문제점을 분석하고, 이를 바탕으로 젠더거버넌스 운영의 실효성 제고 방안을 모색하는 것을 목적으로 한다. 연구결과, 젠더거버넌스 운영의 문제점은 관료·전문가·시민 등 3가지 행위자별로 범주화하여 설명할 수 있다. 첫째, 관료그룹과 관련된 문제 유형은 ‘불안정한 거버넌스 지속’, ‘변화거부’, ‘대등하지 않은 파트너십’, ‘젠더감수성 부족’ 등 4개의 본질적 주제로 묶이며, 둘째, 전문가그룹의 문제 유형은 ‘탁상공론’, ‘소극적 참여’ 등 2개의 본질적 주제로 나타났으며, 셋째, 시민그룹의 문제 유형으로는 ‘개인에 의존’, ‘실현가능성 부족’, ‘공공성 부족’, ‘여전한 가부장성’ 등 4개의 본질적 주제가 도출되었다. 위의 세 가지 주요 행위자별 범주에서 도출된 문제점을 바탕으로 본 연구는 행정 혁신, 시민사회 역량강화, 지역에 기반한 전문가와 시민의 적극적 참여 및 젠더거버넌스 운영에서의 권한강화, 거버넌스를 통해 이루고자 하는 목표 공유 및 변화를 위한 도전 등을 젠더거버넌스 운영의 실효성 제고를 위한 방안으로 제안하였다.
Abstract
The purpose of this study is to analyze the main characteristics and problems of gender governance currently being conducted in Korea through in-depth interviews on the experiences of key actors in the participation of gender actors, and to find ways to improve the effectiveness of gender governance operations based on this. As a research method for this, a phenomenological research method suitable for exploring the 'essence of experience' was used. As a result of the study, the problems of gender governance operation can be categorized and explained by three actors: bureaucrats, experts, and citizens. First, the types of issues related to bureaucratic groups are grouped into four essential themes: 'Constant Unstable Governance', 'Rejection of Change', 'Unmatched Partnership', and 'Insufficient Gender Sensitivity'. Second, the types of problems related to the expert group appeared as two essential themes: 'tabletop theory' and 'passive participation'. Third, four intrinsic themes were derived as a type of problem for the civic group: 'Depending on the individual', 'Insufficient feasibility', 'Insufficient public', and 'Still patriarchy'. Based on the problems derived from the above three main actor-specific categories, this study proposed the following measures to improve the effectiveness of gender governance management: administrative innovation, civil society capacity building, active participation and empowerment in gender governance management of experts and citizens based in the region, sharing goals to achieve through governance and challenge for change.
