본 연구는 성주류화 전략의 주요한 도구인 성별영향평가제도의 성과와성과 제고 방안에 대한 전문가 FGI 조사결과를 분석하여 성별영향평가제도의 성과를 평가하고 정책적 함의를 도출한 논문이다. 성별영향평가 경험이풍부한 공무원, 전문가, NGO 활동가들을 대상으로 5차례의 FGI를 실시하여 성별영향평가제도의 성과와 성과 제고방안에 대한 인식을 조사한 결과는 다음과 같다. 먼저 제도 성과에 대해서는 ‘정책 개선’과 ‘인식 개선’으로나눌 수 있으며 성별영향평가제도의 성과를 정책 개선으로 인식하는 것은성별영향평가제도가 구체적인 정책 개선을 많이 도출했다기보다는 성주류화의 기반을 다졌다는 것에 큰 의의를 두기 때문이었다. 인식 개선 측면에서는 주로 공무원의 인식 개선과 성인지 관점 확산 등으로 파악하였으며,성별영향평가제도가 적어도 공무원들에게는 관점의 성주류화를 조금이나마 이루도록 역할을 한 것으로 보인다. 실행주체의 역할과 젠더 거버넌스구축에 대해서는 성별영향평가 추진 담당부서, 기관장 또는 부서장의 역할,과제선정평가위원회의 실효성, 여성가족부의 지원, 의회의 역할, NGO와 전문가의 역할 등에 대한 다양한 논의가 있었으며 특히 여성가족부의 구체적인 지원, 기관장의 인식 개선, NGO의 성별영향평가제도 전반에 대한 기여등의 방안이 필요하다는 것이 강조되었다. 이러한 분석결과를 통해 성별영향평가제도의 성과를 제고하기 위해서는 성별영향평가 추진체계 강화와 광의의 젠더 거버넌스 구축이 필요하다는 정책적 함의를 도출할 수 있었다.
Abstract
The main purpose of this study is to analyze and appraise the performance of gender impact assessment through the focus group interview with GIA experts and to suggest the measures to improve GIA. The results of 5 FGIs with public officials, experts and activists are as follows. The performances are divided into policy improvements and awareness growth. The performances of policy improvements are to consolidate the foundation to develop the GIA rather than to produce several policy outputs. The performance of awareness growth is to raise the civil servants' awareness rather than public awareness. There was in-depth discussion on the roles of implementation bodies and gender governance, such as the roles of the officials in charge, the heads of the department or institutions, the MOGEF, local councils, gender professionals and activists. It was suggested as policy implications that the system of implementation bodies be reinforced and the network of gender governance be established.
