사회적 돌봄 부문으로의 남성참여 확대를 위한 시론적 연구: 유럽 국가들의 경험을 중심으로

돌봄의 여성화(성별화)에 기반을 둔 공고한 사회적 차별은 가족뿐만 아니라 노동시장에서도 강력하게 작동하고 있으나, 여성주의자들의 돌봄 성별화 이슈는 주로 가족 내 돌봄과 사적 돌봄 부문으로의 남성참여에 한정되어 있다. 우리나라도 가족 내 아동 돌봄에 남성 참여를 높이기 위해 아빠 할당제, 육아휴직 소득 대체율 향상 등 여러 정책적 노력들이 도입되고 있는 것에 비해, 사회적 돌봄 부문으로의 남성 참여를 위한 정책적 노력은 거의 존재하지 않는다. 본 논문은 사회적 돌봄 부문으로의 남성노동력 참여를 유인하고 확대하기 위해 적극적으로 대응해 오고 있는 유럽 국가들의 사례에 주목한다. 1990년대 중반 이후 남성의 사회적 돌봄 부문으로의 참여를 정책적으로 추진해 온 국가들의 경험은 어떠하며 여기에서 한국은 어떤 교훈을 얻을 수 있을까? 본 연구는 유럽 국가들의 경험을 통해 공적 영역 돌봄 부문 일자리에서 남성의 참여가 왜 중요한지, 선제적으로 정책적 대응을 시도한 국가들의 추이가 어떠했는지, 어떤 노력들을 단계별로 시도했는지, 남성의 참여를 어렵게 하는 장애요인들은 무엇인지 살펴보고자 한다. 특히 세계 최고의 여성고용율과 보육서비스 이용 수준은 물론 남성의 사회적 돌봄 고용율도 높은 덴마크 사례를 중심으로 사회적 돌봄 부문의 탈성별화와 남성의 실질적 참여를 유도하기 위한 구체적 방법을 고찰해보고자 한다. 이를 통해 한국사회 사회적 돌봄 부문의 탈성별화를 위한 정책제언을 담고자 한다.
Abstract
While social discrimination mechanism based on feminization of care work is pervasive not only within family but also in the labor market, feminist discussions tend to be confined to promotion of men’s participation in care work within family in private sphere. For example, Korean government is making efforts to introduce various policies such as father quota and income substitute level increase for parental leave but few action was taken to induce more men into social care work in public sector. This article pays attention to European countries who have actively responded to this issue by inducing and expanding more men’s participation in care work in public sector. What lessens would Korea get from these countries’ experiences who took initiatives in policy for men’s participation in care work since the mid-1990s? This article investigates why men’s participation in social care sector work is important in public sphere, what are the outcomes of policy actions, what policy actions were taken stage by stage and what are the barriers that hinder men’s participation in care work in European countries. While dealing with these issues, particularly this study focuses on Danish case. In the end, this study aims to suggest policy ideas for de-gendering of care sector in public sphere in Korea.
