Abstract
It's safe to say that no one has a negative view of giving back. However, people have different opinions on who should be targeted and who should be prioritized. In particular, opinions differ on whether we should prioritize people in our own country or people in other countries who may not be our own, but are living in much greater suffering. I advocate for foreign aid from a utilitarian stance, which is an impartial or universalist position. Utilitarianism, which focuses on outcomes, requires those who want to give aid to consider many things in the aggregate. Specifically, donors should have a genuine concern for the recipients, and they should be specific about the goals of their aid and reflectively examine them. They also need to have specialized knowledge of the relevant aid and an accurate understanding of the local context. What we tend to forget in our interest in foreign aid is efficiency, which means that those who want to implement foreign aid should not simply focus on doing what they do or doing the best they can, but should strive to produce the most positive and beneficial outcomes for the beneficiaries when the same amount of effort is applied. They should also strive to attract more people to aid, all of which should be considered when focusing on outcomes and being mindful of utilitarianism, which seeks to promote the greatest happiness of the greatest number. I use the example of educational contents creation and dissemination as an example of a project that imports elementary school textbooks from poor countries, analyzes them, and creates videos and other content for use in elementary schools in poor areas of those countries. This project does not necessarily meet the criteria mentioned in the article, and there may be other projects that could fulfill the criteria better. The important thing to remember is that whatever you do, you need to be conscious of the criteria, and only then can you truly help. This is not a social science paper, but an applied ethics paper on foreign aid. This article goes beyond defending foreign aid from a utilitarian standpoint and proposes a number of guidelines that can be derived from such a standpoint. This work is essential in the realm of giving, including foreign aid. Without doing so, we lose sight of the efficiency-conscious outcomes that utilitarianism values and how to promote the greatest happiness of the greatest number. This paper aims not only to show that giving is justified from a vaguely utilitarian perspective, but also to show what needs to be considered.
