이 논문의 목적은 전 세계적 기아 문제와 관련해 세계적 분배정의의 전개과정을 설명하고, 지구화 시대에 새롭게 정립될 정의론이 해결해야 할 문제들을 드러내는 데 있다. 기존의 자유평등주의적 정의론은 독립된 사회에서 일어나는 정의 문제를 해결하는 것을 목표로 한다. 이런 기존의 정의론으로 한 사회를 구성하는 사람들 사이의 분배 문제는 해결할 수 있을지 몰라도, 국경 밖의 모든 사람들에게 우리가 가지는 의무에 대해서는 여전히 말할 수 있는 것이 없다. 필자는 2장에서 세계 기아의 문제가 개인적 원조를 통해서는 해결하기 어려운 문제라는 것을 밝힐 것이다. 그리고 3장에서 이러한 빈곤의 문제를 해결하기 위해 기존의 정의론을 세계사회에 적용하는 것이 왜 문제가 되는지를 롤스적 세계시민주의와 롤스의 논쟁을 통해 보여줄 것이다. 이 과정에서 빈곤은 분배를 통해 해결될 수 있는 문제가 아니라는 주장이 제기된다. 그러나 4장에서 기존의 정의론에서 도출된 기본구조 개념을 받아들이면서도 기아를 해결하는 분배가 가능하다는 주장과 전혀 새로운 정의론이 필요하다는 최근의 여러 주장들을 살펴볼 것이다. 빈곤의 문제는 인류가 마주한 가장 시급한 문제 중 하나이기 때문에, 어떤 정의론이 등장하든 이 빈곤의 문제가 그 정의론의 성공여부를 가늠하는 하나의 기준이 될 수 있을 것이다.
Abstract
This paper reviews recent theoretical debates within the field of global distributive justice with special regard to the problem of world poverty. Rawls' Theory of Justice (1971) provides the general framework for many recent debates of distributive justice. In The Law of Peoples (1999), however, Rawls argues that the liberal principles of distributive justice apply to domestic and not to international politics. Pogge and other cosmopolitans argue both with and against Rawls that the liberal principles of distributive justice should be extended to a global context. The paper contextualizes these theoretical debates by examining the problem of world poverty. Initially, the paper suggests that world poverty is difficult—if not impossible—to eradicate through UN, NGOs, and other forms of assistance. The paper supports the argument that we should apply new principles of distributive justice on a global level. The paper provides a detailed discussion of important counter-arguments as well as new proposals for global distribution. The paper concludes by outlining some of the requirements for a new theory of global justice.
