본 논문은 최근 북한의 대남전략을 분석하고 전망하여 한국의 대응전략을 도출하는데 목적을 두고 진행하였다. 연구는 대남전략 기본노선을 바탕으로 최근 한반도 전략 환경변화요인이 대남전략에 어떤 영향을 미치고 있는지를 분석하고, 향후 전략전망과 대응방안을 도출하였다. 연구방법은 문헌연구와 국내외 주요 정치상황에서 북한이 보여 온 주요 행동양태를 분석하는 해석적 연구방법을 사용하였다. 연구결과 북한은 철저하게 갈등구조를 이용한 틈새전략을 추구하였고, 향후 북한이 선택할 수 있는 전략은 지속적인 핵 무력건설〉핵 동결〉핵 포기를 고려할 수 있겠다. 무시로 일관하는 북한의 대남전략에 대응하여 문재인 정부는 다음과 같은 전략적 접근이 필요하다고 본다. 첫째는 김정은-트럼프 구도를 김정은-문재인-트럼프 구도로 전환시킬 수 있는 전략이 필요하다. 둘째는 보수-진보로 분열된 한국의 국내 정치상황을 조속히 극복하여 국민 대통합을 이루어야 한다. 셋째는 미국과 국제사회의 ‘최대압박과 관여’전략 강화에 따른 전쟁발생 가능성에 대비해야 할 것이다. 넷째는 두 가지 차원의 코리아 패싱(Korea passing)을 억제할 수 있어야 한다. 즉 한국 동의 없는 미국의 선제타격과 한국 동의 없는 북·미 평화협정체결을 억제할 수 있는 전략이 필요하다.
Abstract
The objective of this study is to analyze the recent North Korea’s strategies to South Korea and to draw South Korea’s counter-strategies. This study examines how the recent strategic circumstances of the Korean Peninsula affect North Korea's strategies to South Korea based on the North Korea's normal and basic anti-ROK strategic line and thus comes up with the hereafter prospect of strategies and effective counter-plans. The interpretative approach is used to investigate related documents and analyze North Korea's behaviour patters on domestic and foreign political affairs. The findings of the study reveal that North Korea pursued thorough niche strategies using conflict structures and show that North Korea considers consistent development of nuclear weapons, a nuclear freeze, or nuclear renunciation for its hereafter strategies. Responding against North Korea's strategies remaining silent against South Korea, the Moon Jae-in government should consider the following strategic approaches: 1) The strategy that can change the Kim jong-un and Trump formation to Kim jong-un, Moon Jae-in, and Trump formation is required; 2) National unification should be accomplished through overcoming the current South Korea's political situations that have been divided into conservatism and progressivism; 3) South Korean needs to prepare for the outbreak of war through the reinforcement of the maximum pressure and engagement by the United States and the international society; and 4) South Korea should be able to suppress the two levels of Korean passing. In other words, the strategies that can suppress a preemptive strike of the United States and the peace agreement between North Korean and the United States without South Korea's consent are required.
