북한의 6차 핵실험과 미국 본토를 타격할 수 있는 대륙간탄도미사일 시험발사 성공은 기존의 동북아와 한반도 안보구도 자체를 흔들어 대북전략의변화를 강요하고 있다. 이에 따라 향후 미국의 대응이 주목되고 있다. 본 연구는 오바마의 ‘전략적 인내’ 대북정책에서 트럼프의 ‘최대의 압박과 관여’ 정책으로 변동되는데 미국의 국내정치 요인이 미친 영향을 검토하고, 향후 압박과 관여라는 상반된 정책 개념중 어디에 중점이 두어질 것인지를살펴 한국의 미국과의 대북정책 조율에 참고토록 하는데 있다. 향후 트럼프정부의 대북정책 전개 방향은 ①ICBM발사 성공 등 북한의핵⋅미사일 개발 가속화, ②중국의 대북압박 한계, ③미⋅중간 경쟁관계 가속, ④트럼프 지지율 하락과 탄핵 가능성, ⑤트럼프의 일방주의적 외교정책성향 증대 등 제재와 압박을 강화하는 구심력이 ①문재인 정부의 적극적인대북관여 및 포용정책 추진, ②중⋅러의 대화를 통한 북핵문제 해결 요구등 관여를 강화하는 원심력보다 커서 ‘최대의 압박’ 정책으로 나아갈 것으로전망된다. 이에 문재인 정부는 한⋅미간 대북정책에 엇박자가 나지 않게 긴밀한 상호 조율이 필요한 바 고려할 사항으로는 ①지금의 북한은 김대중⋅ 노무현 정부시절의 북한이 아니라는 점, ②안보문제를 남북의 스펙트럼으로만 보지 말 것, ③북핵문제 해결의 핵심적 지렛대는 균형외교가 아니라 한미동맹임을 재확인할 것, ④트럼프 행정부의 대북 선제타격에 사전 대비, ⑤한국이 배제된 미⋅북 평화협정 체결에 대비한 외교 등을 들 수 있겠다.
Abstract
The success of ICBM launch, which can attack the U.S.A mainland shook the security structure of north-east Asia and Korean peninsula and forces the U.S.A. to change strategy towards North Korea. Therefore, countermeasure that the U.S.A. would take against North Korea is noteworthy. The object of this study is to check the influence of the U.S.A. domestic political factors on change in attitude towards North Korea from ‘strategic patience’ by Barack Obama to ‘maximum pressure and engagement’ by Donald J. Trump. This study further aims to help South Korea and the U.S.A. to adjust its policy towards North Korea by carefully identifying the factor that would carry the greater importance in Trump’s contrasting policy of pressure and engagement. The direction of Trump’s policy towards the North Korea is anticipated to be more focused on maximum pressure due to North Korea’s success of ICBM launch, limits of China’s involvement, increased competition between the U.S.A. and China, drop in support rate and possible impeachment for Donald J. Trump. Considering that president Moon is adopting engagement policy towards North Korea, it is crucial for Korean government to resolve differences in strategy with the U.S. government on this issue. Issues to be discussed are as followed. Firstly, North Korea in present is different from the past. Secondly, it is crucial to regard homeland security issue as more than a problem between South and North Korea. Secondly, the solution to nuclear problem is not about balancing diplomatic relationship, but strengthening Korea-America alliance. Thirdly, it is important to prepare in advance for pre-emptive strike by the U.S.A. Lastly, Moon's government pays attention to conclude peace treaty between U.S.A and DPRK without South Korea.
