A Study of Decision-Making in Troop Dispatch Policy Based on the Two-Level Theory : Focusing on the win-set changes on the dispatch of Korean troops to Iraq

The purpose of this study is to analyze the government’s deliberation process in foreign policy, considering both domestic and foreign factors. The study takes a theoretical approach in emphasizing the change in win-set, based on Putnam’s Two-Level theory. The Korean 1st and 2nd foreign deployment of troops to Iraq serve to provide a compelling case for this study, as the dispatches were significant to the diplomatic relationship between Korea and the United States. In the 1st dispatch, the win-set of the country that requested an aid in forces, in this case, the United States, was smaller than that of Korea. This led to a quick and swift settlement of the negotiation, resulting in the dispatch of Seohui and Jema troops. On the other hand, in the 2nd dispatch, the win-sets of both the United States and Korea were small, without any overlap. Such conditions caused many conflicts regarding the dispatch of troops. Later, as their win-sets became larger, the two countries began to work more cooperatively and finally reached an amicable agreement, as exemplified by the dispatch of Zaytun troop.
