대남도발에 대한 강경대응전략의 실효성: 인도-파키스탄 사례를 중심으로

본 논문의 목적은 인도-파키스탄 사례를 통해 한국이 북한의 도발에 대해 강경대응전략을 계획할 시 직면할 수 있는 문제점을 제시하는 것이다. 수십 년간 지속되는 북한의 도발은 기존의 한국이 가진 대응전략이 실패했다는 증거이며, 그 결과 군사력을 동반한 ‘응징’을 통해서 북한의 도발을 억제해야 한다는 주장들이 등장하고 있다. 하지만 인도의 사례에서 나타나듯이, 한국이 강경대응을 계획하고 실행하게 된다면 국제사회의 개입, 확전의 위협이라는 두 가지 문제에 직면할 것이며, 재래식 수단을 동원한 강경대응계획을 보유만 하게 되더라도 이는 재래식 전력이 상대적으로 열세인 북한에게 위협으로 작용하여, 북한이 역대응 차원에서 의도적으로 핵사용의 임계점을 낮춤으로써 한반도의 불안정성은 더욱 높아질 수 있다는 문제점이 발생한다. 즉 현재 한국의 상황에서 북한의 도발에 대하여 무력을 동반한 강경대응전략은 구현할 수도 없으며, 보유만으로도 안보 불안정성이 증대될 수 있는 화이부실한 계획인 것이다.
Abstract
The purpose of this paper is to present the problems that South Korea may face when planning a hard-line response strategy against provocations of North Korea through the case of Indo-Pakistan. North Korea's provocations have continued for decades, it is evidence that countermeasures of South Korea have failed. As a result, there are claims that North Korea's provocations should be suppressed through 'punishment' accompanied by military force. However, as the case of India shows, if South Korea plans and implements a hard-line response, it will face two problems: international intervention and the threat of war escalation. Also, even if we only have a hard-line response plan using conventional means, it will act as a threat to North Korea, which is relatively weak in conventional power. It cause trouble that North Korea lowers the critical point of nuclear use as a countermeasure, resulting in the instability of the Korean Peninsula. In other words, in the current situation of South Korea, a hard-line response strategy accompanied by force against provocations of North Korea cannot be implemented, and it is a frothy plan that can increase security instability just by having it.
