핵무장국 사이의 제한전쟁수행과 한반도에의 적용: 1999년 인도·파키스탄의 카르길 전쟁 사례를 중심으로

초록

핵무기는 기존의 재래식 무기를 압도하는 대규모의 파괴, 살상 능력을통해 총력전쟁에 따른 공멸의 위험성을 부각시켰다. 이러한 핵무기의특징은 핵무기를 보유한 주요 강대국들 사이에서 세계대전과 같은 수준의 대규모 전면전쟁을 예방, 억지하는 역할을 했다. 그러나 한편으로는핵무장국에 의한 제한전쟁의 빈도, 강도가 증가하면서 국제 안보질서를위협하는 ‘안정-불안정의 역설’을 야기하였다. 인도와 파키스탄이 핵무장을 공식화한 지 1년만에 발생한 1999년의 카르길 전쟁은 그 대표적인 사례다. 한국도 북한이 저강도 공격을 비롯한 제한전쟁과 핵무기의사용 위협을 결합시킬 가능성에 대비해야 할 것이다. 이를 위해서는 한국의 독자적인 재래식 방위능력 강화, 미국의 핵우산 발전을 통한 대북(對北) 확전우위의 달성이 절실히 요구된다.

Abstract

Nuclear weapon’s overwhelming power of destruction, which surpassesexisting conventional weapons, awakened the world to the possibility of mutualannihilation by total war. As a result, full-scale war among nuclear-armedmajor powers has been deterred, proving the utility of nuclear weapon as abasis of stability for international security order. On the other hand, nuclearweapon caused a so-called ‘stability-instability paradox’, which increasedfrequency and intensity of limited war provoked by nuclear-armed countries. Kargil War in 1999 between India and Pakistan, which broke out a year aftertwo countries showed off their capability for nuclear armament, was a textbookcase for stability-instability paradox. Korea also needs to be ready for thepossibility that North Korea may combine limited war, including low-intensityattack, and the threat of using nuclear weapon. In order to cope with suchchallenges, the establishment of escalation dominance against North Korea,supported by Korea’s own conventional military posture enhancement andstrong U.S nuclear umbrella, is urgently required.
