공세적 대북 안보전략의 실행 조건 : 북한의 핵, 미사일 위협에 대한 대응을 중심으로

초록

이 글의 목적은 한국의 국가안보를 온전히 달성할 수 있는 방안을 모색해보는 데 있다. 이 글의 논지는 기존의 방어적 억제로는 날로 강화되는 북핵위협을 막아내는 데 한계가 있다는 문제의식에서 비롯된다. 이에 따라 본문에서는 최근 논의되고 있는 대북 선제공격론의 실행 조건을 이론적으로 검토해봤다. 선제공격은 ‘힘의 우위를 통한 공세적 안보전략’이다. 선제공격을 실행하기 위해선 적의공격징후가 명확해야 하고 적의 군사력보다 우세한 힘을보유하고 있어야 하며 최악의 경우 전쟁의 범위를 전면전으로까지 확대할의지와 능력을 갖추고 있어야 한다. 북한의 핵, 미사일 능력이 나날이 확대되고 있는 상황에서 우리는 유엔헌장의 자위권 조항을 준수하며 북한의 핵공격이 먼저 일어나길 기다리고있을 수 없다. 북한의 핵공격을 받은 후 보복 응징한다한들 우리가 입은 피해는 되돌릴 수 없다. 북한에 대한 군사적 우위는 대북 선제공격을 위한 선결 조건일 뿐 아니라 북한의 재래식 도발도 억지시킬 수 있는 방안이다. 북한과의 대화와 협상을 통한 문제해결을 위해서도 ‘힘의 우위’가 필요하고, 평화를 위해선 전쟁도 각오하고 있다는 비장한 결기를 북한에 분명히인식시켜야 그들의 핵 위협과 재래식 군사 위협을 억제할 수 있을 것이다.

Abstract

This article aims to seek the methods to achieve Korean national security soundly. The main argument of this article start from the critical mind that the existing defensive deterrence can’t prevent North Korea from attacking on South Korea with nuclear weapons and multiple missile ones. So, this article review the practicable conditions of preemptive attack lively argued recently. preemptive attack is the offensive security strategy through the superiority of strength. In order to practice preemptive attack, three conditions should be satisfied. The sign of attack of enemy has to be tangible, our military forces should be stronger than the enemy force’s ones, and we should have the will and ability to enlarge the front to total war in the worst case. We, South Korean can’t wait North Korea’s nuclear attack first. The massive punishment and retaliation after that attack cannot set back our exorbitant damages. The military superiority over North Korea is the method to deter North Korea’s conventional military provocations as well as the previous condition to execute preemptive attack to North Korea. We should be endowed with the superiority of strength in order to not only deter the North Korea’s Nuclear threat and conventional military one, but also solve the problems with North Korea through dialogues and negotiations.
