초록

The Russo-Ukraine War exemplifies 21st-century technological warfare, with drones playing a pivotal role. The War is the first conventional all-out war in which both sides have extensively utilized a wide variety of drones. This study traces drone evolution and battlefield impact across four distinct phases: (1)MALE drones, large and capable, initially shocked the battlefield but were eliminated by traditional air defenses; (2)commercial drones lost effectiveness to electronic warfare and physical interception; (3) FPV kamikaze drones and swarm tactics were impactful early on, but affordable counter-drone systems limited them;(4) fiber-optic wired drones bypassed electronic warfare initially, yet new counter-drone strategies exploiting their inherent limits have reduced their impact. The research evaluates how these phases reflect a dynamic interplay between drone technology and anti-drone strategies, questioning whether drones revolutionize warfare or incrementally integrate into existing frameworks. It argues that drone efficacy hinges on their sophisticated incorporation into combined arms operations, not just technological prowess. Concluding with policy insights, the study emphasizes South Korea’s need to prioritize adaptive, integrated drone strategies over standalone technological adoption.
