러시아의 우크라이나 침공과 서방의 대응 : 하이브리드전의 이론과 적용을 중심으로

초록

2014년 크림반도 합병 이후 러시아의 전쟁수행 방식은 하이브리드전의 대표적인 사례로 평가되어 왔다. 러시아의 전쟁수행 방식에 관한 많은 연구와 분석에도 불구하고그들의 비군사적 수단의 사용에만 초점이 맞추어짐에 따라, 러시아가 대규모 재래식군사력을 동원한 2022년 우크라이나 침공에 대해서는 충분한 예방과 억제가 이루어지지 못했다. 러시아의 하이브리드전에 대한 기존 연구들은 러시아의 고유한 전략개념보다는 서구사회의 관점에서 러시아의 전쟁수행 방식을 분석하는 한계가 존재했으며, 이에 따라 대규모 재래식 군사작전의 전개 가능성을 간과했다. 본 연구에서는 구(舊)소련에서 시작된 러시아 전쟁이론의 발전과정을 살펴보고, 2014년 크림반도 합병으로부터 2022년 우크라이나 침공에 이르는 일련의 과정을 게라시모프 독트린에 대입하여분석함으로써 러시아의 전쟁수행 방식이 비군사적 수단의 활용에 국한되지 않고 대규모 재래식 군사력의 운용하는 군사작전도 기꺼이 수행한다는 사실을 논증한다. 러시아의 하이브리드전의 이론적 배경과 그 적용에 대한 이해는 향후 러시아의 전쟁수행 방식을 참고하게 될 중국과 북한 등 권위주의 국가들의 전략개념을 이해하는 데 도움이될 것이며, 주변국의 하이브리드적인 위협에 대응하는 한국군에게 유용한 전략적 함의를 줄 것으로 기대한다.

Abstract

The world was shocked by Russia’s move to invade Ukraine in 2022 following the annexation of Crimea in 2014. While the Russian way of warfare in 2014 was focused on using non-military means and methods, it was developed in 2022 with the focus on armed aggression using large-scale conventional force. There are two conflicting views on Russia’s move: one is to recognize Russia’s move in 2014 and 2022 as a separate event, and the other is to recognize the 2022 Russian invasion of Ukraine as an extension of the 2014 Crimean crisis. This study argues that Russia’s way of warfare is based on strategic ideas and war theory from the predecessor, the Soviet Union, and that it has developed into Putin’s military strategy to dominate geopolitical competition with the Western countries. To support this argument, Russia’s war theory is applied to series of events including 2014 Crimean crisis, Donbas civil war, and the invasion of Ukraine in 2022. Through this study, we attempt to give better understanding on how authoritarian states can conduct wars in the future, and to derive strategic implications for Korean armed forces.
