Abstract
Russo-Ukraine War, which started with the Russian Army’s unexpected missile attacks toward Ukrainian major cities in their territory, has not been terminated. In contrast to the expectations that Russia would have an easy victory against Ukraine, the war between these two countries turned into a stalemate and it is even hard to predict who will win the war. Then, what makes Russian forces struggle with Ukraine forces’ resistance? Why is Russia’s Hybrid Warfare Doctrine not effective to destroy Ukrainian forces? What makes Ukraine to deter Russian forces’ attack while maximizing the benefits of defensive operations? In order to answer these questions, it is necessary to pay attention to the theory of Offense-Defense Balance. Since its introduction in the late 1970s, Offense-Defense Balance theory has played a key role in accounting for various interstate disputes and foreign policies in terms of technology, geography, force size, cummulated resources, and so forth. This project highlights main arguments of Offense-Defense Balance theory to account for the unexpected features of Russo-Ukraine War, which is a represent of asymmetric war in the post-Cold War period. It is expected that this trial will be a theoretical approach not only in accounting for the validity of Offense-Defense Balance theory but also in drawing useful policy implications.
