본 연구는 일본이 왜 조선인 노무자 미수금 문제를 적극적으로 해결하지 않았는가 하는 문제를 일본 정부와 기업의 입장에서 파악해 보려고 하였다. 특히 戰後 일본 경제부흥정책의 일환인 기업재건정비계획과 상호 연관 속에서 분석을 진행했다. 우선 일본정부가 기업재건정비 과정에서 조선인 미수금을 공탁하도록 한 배경은 전쟁의 ‘엄정한 청산’ 보다는 ‘빠른 청산’을 통해 전후 신속한 부흥에 역량을 집중하려고 했기 때문이었다. 일본 정부의 입장에서는 조선인 귀환노무자를 일일이 찾아내 미불금을 지불하는 것 보다 일괄 공탁하는 것이 ‘빠른 청산’에 맞는 선택이었다. 다음으로 일본기업은 기업재건정비 과정에서 미불금 공탁에 소극적이었다. 오히려 조선인 대한 미불금의 규모를 축소하거나 아예 은폐하려고 했다. 그 이유는 이 미불금을 전쟁으로 입은 손실을 줄이는데 유용하게 사용할 수 있었기 때문이다. 하리마(播磨)조선소의 사례는 이와 같은 정황을 뒷받침한다.
Abstract
In this study I seek to understand why the Japanese government and Japanese companies did not solve the issue of Korean workers’ unpaid wages and focused on the Corporate Reconstruction Plan (Kigyō saiken seibi seisaku), which was one of the economic revival policies in postwar Japan. The reason why the Japanese government deposited funds for Korean workers’ unpaid wages was that the government wanted to concentrate its abilities in order to recover from the postwar depression through a “swift liquidation” rather than a “strict liquidation.” A swift liquidation was the suitable choice for the Japanese government because paying Korean workers directly was more difficult than depositing the wages due to them. Nevertheless, Japanese companies did not attempt to deposit payments for the Korean workers in the Corporate Reconstruction Plan process. Instead they attempted to reduce the amount of the Korean workers’ unpaid wages because they could thus reduce their own losses from the war. The Harima (播磨) Shipping Company is a typical case among the companies surveyed.
