본 연구는 해방 이후 작성된 한일경제관계 구상과 관련한 자료들 중 주요 자료를 소개하고 각 내용을 정리함으로써, 한일협정의 기원으로서 한일경제관계 구상논의의 변화과정을 다양한 각도에서 살펴볼 필요가 있음을 제기하고자 한 것이다. 한일협정체결의 주요 요소 가운데 하나는 일본과의 경제적 통합의 문제였다, 한일협정이 체결된 1960년대 당시에는 경제협력의 실천이 주요 문제였고, 이는 당시의 경제사정의 변화에 따라 한일 간의 수직적 분업구조의 완성이라는 것으로 실현된다. 그러나 그 논의의 출발점은 미국의 원조계획의 변화였다. 이는 해방이후 미국의 원조계획의 조정과 한일경제관계 구상의 논의 진행과정과 유사하다고 할 수 있다. 그리고 이러한 경제원조계획의 조정을 위해서도 일본의 배상문제 해결은 주요한 요소일 수밖에 없었다. 일본의 경제회복이라는 측면에서의 배상문제 해결에 대한 적극적인 모색이 이루어지는 것이다. 본고는 이러한 문제의식에서 대한원조계획의 조정과 일본의 경제회복문제, 한일경제관계 구상과 일본의 배상문제와의 연관성까지 그 논의의 연결과정을 맥아더 사령부, 미군정, 대한원조기구인 ECA 관련 자료들을 통해 정리해보았다. 이들 자료들은 그동안 추상적 차원에서 논의되던 미국의 당시 지역통합전략 구상과 한일경제관계구상의 구체적 실체에 접근할 수 있도록 도움을 주며, 1945-1950년까지 한일경제관계 구상 논의의 주요 변수가 무엇이었는지를 분석하는데 크게 기여할 것이다.
Abstract
This study introduces to data relating to the United States plan on Korea-Japan economic relation after liberation of the Korean peninsula and by doing so considers the origin of the change process of the plan. The Korea-Japan agreement was signed in 1960 for Korea-Japan economic cooperation and practice at the time was the main problem, which is based on the change of the economic situation at the time. However, the starting point for the discussion of the U.S. aid program was changed. And also for the adjustment of these economic aid program it is considered mainly resolving the Japan’s compensation issue. In the process Japan's economic recovery was important position. In this idea this paper is introduced to the materials by MacArthur's headquarters, U.S. military in Korea, aid organization, ECA. These data will contribute to present the specific facts of the United States plan on regional integration strategy and Korea-Japan economic relation from 1945 to 1950 and whether the analysis of the main variables
